INTRODUCTION

 

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009.  With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

 

OVERALL PURPOSE OF THE ROLE:

Working under the direct management of the Project Manager, the Shelter and infrastructure Team Leader will be responsible the Technical oversight and responsibility for construction works, management and implementations of design and construction activities under DFID funding in Kebribayah, Awbarre and Sheder refugee camps as well as in Jijiga. the Shelter and infrastructure Team Leaderwill conduct and facilitate technical assessments and surveys of land sites proposed for construction works in environmentally friendly manager as pre-requite from DFID program in Jijga

RESPONSIBILITIES AND TASKS

 

Technical Management

  • Ensure high quality day-to-day technical management of all construction design, BoQ and construction activities under DFID to ensure strict adherence with international best practice protections standards, including the identification of environmental friendly with minimum damage to residential and farming areas
  • Take lead in coordinating the design and implementation of construction activities
  • Conduct and facilitate technical assessments and surveys of land sites proposed for construction works.
  • Data collection and obtain detailed locally available technical information.
  • Design and project planning, including the preparation of drawings for construction works and/or furniture schedules.
  • Preparation of Bills of Quantities (BoQs), cost estimations and technical input for tender processes.
  • Technical responsibility as part of logistic and procurement processes in programme locations.
  • Identifying mitigating measures against technically specific contextual challenges.
  • Daily monitoring and supervision of the quality of the construction work carried out in the field, either through contractors or directly implemented works (daily laborers), including preparation of related payments for approval by project Managers or Area Manager as per the project location.
  • Supervision of construction projects on site and coordinate the work of contractors.
  • Implementation and completion of construction works, including preparation of completion certificates and payment certificates.
  • Follow up of project costs and follow the financial spending of grants including budget monitoring, in close association with the Project Manager and technical focal person in Addis as supervisor for this position.
  • Follow up and ensure that projects are executed finally within allocated budgets and in conformance to the set design and specifications.

Monitoring & Reporting:

  • Monitor, evaluate and suggest changes and improvements in the project and materials based on observations and discussions with the DRC team and stakeholders.
  • Technical monitoring of the previously and/or as built project facilities, providing recommendation for any future maintenance works to be carried out.
  • Prepare weekly monitoring, progress and project completion reports.
  • Conduct any post distribution monitoring of construction works handed over to the communities as directed by the supervisor.
  • Continuously update project documentation and files.
  • Prepare technical reports and narratives as required and requested.

Staff Management

  • Supervise DFID technical staff and casual workers as agreed with the project manager on a project by project basis.
  • Other relevant duties as directed by the Project Manager and Area Manager
  • Manage project staff and support respectful and positive working relationships for the effective implementation of Shelter and infrastructure activities. This is to be achieved through leadership, team building, day-to-day support and capacity-building.
  • Ensure objectives for staff are set and that evaluations and performance reviews are conducted on a regular basis for all staff managed. Take responsibility for planning and management of leave for all staff managed.
  • Identify training and capacity building opportunities for staff and ensure they are well versed in key construction design and works concepts relevant to the context, DRC’s code of conduct, accountability, respectful dialogue with the refugee population, and prevention of sexual exploitation and abuse.

Project Management

  • Work closely with Project Manager to lead in planning procurement of Shelter and infrastructure related activities and services, taking responsibility for quality assurance, and ensuring follow up.
  • Work closely with Project Manager to maintain detailed tracking of protection related spending and participation in budget management meetings.
  • Ensure regular reporting for both internal and donor purposes is completed to a high standard and in a timely manner. This will include providing internal reports supported by key evidence.
  • Develop and maintain working relationships with key stakeholders, including community members and representatives, local government authorities, ARRA, UN agencies, and other stakeholders. In line with this, represent DRC by actively participating in coordination meetings, working groups and any other meetings as requested.

Job Requirements

EXPERIENCE AND TECHNICAL COMPETENCIES

  • 5 years of experience working with construction sector and familiarity with displacement dynamics, legal frameworks and humanitarian response related to forced displacement. A minimum of 2 years of management or technical designs and construction experience working for an international NGO, UN agency or relevant ministry or authority.
  • Excellent presentation, communication and interpersonal skills to work effectively and harmoniously with people from different backgrounds. This includes diplomacy, tact and negotiating skills.
  • Commitment to learning and implementing organizational policies and procedures
  • Prior experience working with government and non-government stakeholders as a trainer, including development of curriculum and relevant training materials.
  • Demonstrated professional experience managing Constructions through the lenses of gender and human rights related activities

 

EDUCATION:

 

  • Degree in Civil Engineering or relevant field from a recognized institution.

 

LANGUAGE:

  • Advanced English proficiency required.
  • Fluency in Amharic required.
  • Somali Language an advantage.
