Project Overview and Role:
Palladium is recruiting for a Team Leader for the upcoming Transforming Access to WASH and Nutrition Services in Mozambique Phase II (T-WASH II) project. T-WASH II aims to support the Government of Mozambique’s (GoM) Rural Water, Sanitation and Hygiene programme (PRONASAR). PRONASAR is GoM’s rural WASH strategy implemented with support from multiple development partners (including donors and NGOs).

As Team Leader you will be the central point of leadership for the programme. You will be responsible for representing the programme with a range of Mozambiqan partners, government stakeholders and external organisations and individuals, including regularly reporting to FCDO, and maintaining strong working relationships with other Mozambique WASH and government funding programmes.

Reporting to the Palladium Project Director, the you will be responsible for t he following:

Project leadership
* Team management – Guide, nurture and manage members of the Project team, supporting them in delivery of their workplan deliverables. Coach and offer feedback and advice, and technical input as and when required. Recruit, hire, and manage staff and consultants as needed to carry out activities; Provide line management of team.
* Technical and Operational Leadership – Overall responsibility for the technical delivery of the Project and technical content of reports and Project deliverables; Ensure timely delivery of quality services and contractual commitments. Monitor progress in delivering outputs, use of results, results and impact; Oversee the project budget and ensure that it is spent in accordance with workplan and agreed client forecast; Hold overall accountability for contracts held by the project and escalate issues as needed.
* Project Representation – to discuss and promote it with a range of partners and to engage government partners as the opportunity arises.
Client, partner, and stakeholder management
* Client management – Develop strong working relationships with the Project’s contact points in FCDO and leading on reporting to them. Put in place appropriate governance structure, that facilitates reporting. Manage Palladium’s commercial risk on the contract appropriately. Act as the daily point of contact with FCDO. Maintain good relationships and be responsive to FCDO priorities and needs.
* Stakeholder management – Track record of ability to coordinate and work with a wide range Mozambique-based government institutions and relevant stakeholders within the WASH sector.Ability to build strong working relationships with the
* Government of Mozambique and understand government priorities and processes.

Subcontractor management – Manage subcontractors, to ensure that their performance meets or exceeds technical and financial contractual requirements.

Project Management
* Ensure payments are made in line with the delivery and procurement plans of the PRONASAR programme, ensuring payments are made on the basis of robust evidence, and oversee field spot checks;
* Oversee roaming capacity support services within defined provinces in Mozambique;
* Proactively identify and manage risks which the Project is facing and ensure that appropriate controls are put in place to mitigate, monitor and manage risks accordingly;
* Ensure the successful delivery of agreed payment milestones during the inception period and future deliverables as agreed with FCDO;
* Manage project performance against Key Performance Indicators (KPIs), as agreed with the client

Project reporting
* Monitor implementation progress; maintain up to date project logs and registers; work to resolve issues, manage and mitigates risks; and escalate material issues and risks as appropriate;
* In collaboration with M&E support within the team, develop and implement plans for results measurement, monitoring and evaluation, knowledge management, value for money (VfM) analysis and communications management;
* Prepare and ensure timely effective written reporting including biannual and annual reports, and periodic ad hoc reports, as well as oral presentations;

Planning and Financial Management
* Lead the overall technical and financial performance of the project including the collation and delivery of annual workplans, ensuring that all deliverables and payment milestones are produced according to the deadline and quality required by FCDO; and that budget and resources required to produce these deliverables are managed appropriately;
* With support from the project team, ensure that FCDO funds are managed in accordance with their contracted budgets;
* Drive the overall project strategy and meet key targets.

Gender & Social Inclusion (GESI)
* Lead the team in making strategic partnerships that will advance the gender and social inclusion approach to program design & implementation;
* Ensure best practice in Gender & Social Inclusion from other Palladium programs and the broader international development sector are understood and applied in context.

Required Qualifications:
* A strong understanding of Mozambique’s public sector, with significant experience in public sector fund management in the WASH context;
* Expertise in different securities and financial products and how they contribute to FCDO’s goals;
* Extensive client service expertise, with the ability to understand client objectives so that financial decisions support both long and short-term investment objectives.
* Familiarity and understanding of Mozambique’s financial laws and procedures, to protect FCDO’s investments and ensure that the project continually delivers Value for Money (VfM);
* Extensive experience in senior programme management, including team management, milestone delivery;
* Experience managing large scale donor or government grant funding
* Donor management experience; FCDO is a plus;
* A good understanding of Mozambique’s political economy and cultural context, particularly relating to power relations between/within the sector and the decentralisation process at the various levels, and constraints to change;
* Fluency in English and Portuguese is essential.
