The Technical Advisor (TA) will provide support to the health directorate to strengthen the coordination of the CHW financing programme. The TA will assist to strengthen HIV prevention, increase Antiretroviral treatment (ART) uptake and adherence and improve tuberculosis (TB) diagnosis and management by improving the performance and effectiveness of HV/AIDS and TB services under the CHW programme. Through his/her role in the NT, the TA will also be contributing towards the PEPFAR goals laid out in Country Operational Plan (2017), namely HIV prevention, orphans and vulnerable children (OVC), services for adolescent girls and young women (AGYW), scaling-up saturation of voluntary medical male circumcision (VMMC) for men (15-39 years), and reaching the 90-90-90 targets and beyond.  The TA will be appointed on a 18 month contract and will be based at the offices of the NT in Pretoria. The anticipated start date for the TA is 1 January 2018.

Description of tasks and deliverables

  • Monitoring financial and non-financial performance of the CHW programme:  Support the chief directorate to develop and maintain a monitoring framework and database with the National Department of Health (NDOH) and when applicable advise the NDOH, provinces, and select non-governmental organisations (NGOs) with respect to overall performance of the programme.
  • Policy development and advice:  Work closely with the national DOH to finalise/ and strengthen the draft policy on WBPHCOT, assess provincial strategic plans and annual performance plans as submitted by provincial departments of health to assess the alignment of provincial plans with the national DOH’s vision for the programme and provide written comments on these.
  • Costing and budget work relating to CHW programme: Support the Health and Social Development chief directorate in its work on costing the CHW programme and provide various options to achieve value for money in the CHW programme within given budget parameters.  The TA will be expected to provide practical proposals on how provinces and NDOH can feasibly upscale the programme and motivate for additional funding towards the programme.
  • Monitor and review provincial health issues: The TA will support the Health team on provincial health issues.  The TA will work closely with the Intergovernmental Relations (IGR) Unit in NT and the Provincial Budget Support Unit in NDOH to keep abreast of provincial health issues/challenges/successes.
  • General support: When necessary, provide support to the directorate in other areas of its work, including the budget process, expenditure monitoring, infrastructure, donor funding and internal performance monitoring and reporting.
  • Contribute to the management of the CDS programme by;
  • Developing annual, quarterly and monthly operational work plans as required by NT and FHI360;
  • Developing annual, quarterly and monthly reports and any technical reports as required by the NT and FHI360;
  • Ensuring submission of accurate and timely additional reports and documentation as may be required by NT and FHI 360 management; and
  • Participating in FHI 360 CDS programme meetings, workshops and conferences.

Education requirements and experience

  • Master’s degree in health economics, public health, economics, development studies, public policy or other relevant field.
  • Two to four’s years of experience working in the health sector and/or public administration. Experience working with the National DOH and provincial health departments is required.
  • Strong knowledge of the South African health sector and community health policy and financing is required.
  • Strong knowledge of healthcare costing, economic evaluation principles and performance and expenditure reviews is required
  • Computer literacy including very strong Excel skills
  • Strong communication skills including writing and verbal communication skills.

Personal competencies

  • Exceptional interpersonal skills with strong ability to develop relationships and networks
  • Excellent spoken and written communication and fluency in English
  • Strong negotiation skills and advocacy skills
  • Ability to work independently with minimal direction

Reporting

At the NT, the TA will report to the Director: Health.  In addition, s/he will report to the Director: Government Support at FHI 360.
