Background

iMMAP is starting a 9 months project funded by ECHO aiming at providing IM support tailored to the needs of humanitarian actors responding to the crisis in Ethiopia. To help achieve this, iMMAP will conduct three core activities: 1.support to multi sectoral needs assessments, 2.production of humanitarian situation analysis reports through secondary data review, 3. provide dedicated IM support to the Protection Cluster as well as its sub-sectors (Child Protection, Gender Based Violence and House, Land and Properties Working Group).

For this project, iMMAP is looking for an International Technical Advisor.

Presentation

  • Operational
  • Assist the Programme Manager in implementing the technical components of the projects
  • Develop technical SOPs, templates and tools for the IM services (support to coordinated needs assessment)
  • Building on other iMMAP similar projects, develop the methodology for the production of quarterly humanitarian situation monitoring report through Secondary Data Review
  • Provide technical support to the iMMAP national team
  • Provide support to the Programme manager on the global project management:
  • Ensure objectives are met within the required time frame and budget. Where necessary ensure preventative and corrective action is taken
  • Develop an implementation strategy which is appropriate to the country context and strategy.
  • Plan the mobilisation of resources for the implementation of program activities.
  • Manage a comprehensive activity plan, including resource needs analysis, covering the time frame.
  • Support programme implementation as needed, including: developing assessments, baselines, budgets, monitoring and evaluation systems, field visits to verify data, reporting and close-out.
  • Regularly assess and provide feedback and recommendations on the quality of the programmes.
  • Develop programming through identifying new opportunities, writing of project concept paper, proposal and budget for iMMAP using best practices in coordination with appropriate program units.
  • Any other technical support as requested by the Project Manager.
  • Staff Management
  • Through a consultative leadership style and a transparent and supportive communication structure, develop and build an effective iMMAP project team.
  • Ensure that staff receive appropriate and adequate training by providing coaching.
  • Representation
  • Attend periodic information management meetings with the iMMAP IMO team and country director to share updates on ongoing IM products and activities and promote good practices in the organisation.
  • Participate and represent iMMAO in cluster meetings and/or the IM working group.
  • National capacity building / Training – specific
  • Mentor iMMAP national staff to build capacity to include but not be limited to:
  • GIS and data management
  • Geospatial analysis and data analysis

Requirements

  • Education
  • Graduate of an Institute or University in the field of Information Technology, Information Management or Computer Sciences.
  • Experience
  • In-depth knowledge of database and GIS software, and computer networks, Good knowledge of related hardware and peripheral equipment.
  • A minimum of 7 years of progressively responsible experience in humanitarian information management, GIS, database management/Administration (familiarity with PHP, HTML or any other programming language), data visualization, or data analysis is required.
  • A minimum of 5 years of work experience in the humanitarian sector is required.
  • Understanding of data QA/QC processes for information management are essential.
  • Advanced knowledge of software engineering theory and applications would be an asset.
  • Advanced knowledge of programming theory and relational database principles.
  • Experience with the Protection Cluster and/or the Protection Information Management approach is an asset.
  • Previous work experience in Ethiopia is an asset.
  • Skills
  • Strong analytical skills, and apt at turning abstract discussions into concrete ideas;
  • Proven and well-developed influencing and relationship-building skills in dealing with stakeholders at all levels;
  • Demonstrable highly developed written and oral communication skills;

  • Knowledge of The DEEP platform is an added value;
  • Strong Knowledge of KoBo and/or ODK is mandatory;
  • Strong Knowledge of Adobe Illustrator is mandatory;
  • Strong Knowledge of QGIS and/or ESRI Solutions is mandatory.

Our History

Founded in the rich tradition of the Vietnam Veterans of America Foundation (VVAF), International Campaign to Ban Landmines and the 1997 Nobel Peace Prize, we are the legacy of the Survey Action Center (SAC) and the Global Landmine Survey (GLS) initiative. The iMMAP team formed in 1998, leading the first internationally-coordinated effort to combine information management, sociology and GIS technology to define the scourge of landmines and explosive remnants of war and change the way their impact on society is measured. Our work championing information management and GIS technology has expanded beyond humanitarian mine action to the broader relief and international development arena. We have two headquarters offices in Washington, DC and Lyon, France.
