Technical Advisor, Gender and GBV, Africa and Eurasia 404 views0 applications

HIAS seeks a GBV Regional Technical Advisor to provide technical support and coordination for its’ Gender Based Violence programming in Africa and Eurasia. Responding to ever-growing complexity of the migratory and humanitarian context in Africa and Eurasia requires robust partnerships, quality interventions, and coordination to meet the needs of diverse migrant populations. HIAS is implementing GBV programming in multiple countries in the two regions and seek to continue to design interventions using an intersectional framework to reduce risk, respond to GBV, and invest in longer term prevention work. The region is home to vibrant feminist networks and long standing efforts to address gender inequality and violence against women and girls and HIAS programming is meant to support rather than replace those efforts.

Organizationally, HIAS is guided by its Refugee Rights Framework. This rights-based approach, based on international human rights, humanitarian and refugee law and practice, provides a programming framework for HIAS’ focus on refugee protection. This framework prioritizes programming impact that ensures forcibly displaced people realize their potential and become contributors to society, with this impact being achieved through the realization of legal and civil rights and social and economic rights including through 1) the right to protection from harm, violence and discrimination, 2) the right to recovery from the shock of displacement, and 3) the right to economic self-sufficiency and inclusion.

GBV programming at HIAS covers three distinct areas including gender, violence against women and girls and violence against LGBTQ identified migrants and refugees. Our programs center the voices and needs of survivors and prioritize survivor leadership in program design and implementation. HIAS works with communities and systems in order to optimize support for survivors, seeking out partnerships with communities and institutions to promote and protect the rights of survivors, women, girls, and LGBTQ-identified individuals. The lived realities of women and girls drive HIAS GBV programming. This approach enables HIAS to meet the safety, psychosocial, economic, and justice needs of survivors; facilitate their access to appropriate care; and empower communities to lead efforts that challenge beliefs, attitudes, and behaviors that perpetuate or condone violence against women, girls, and the LGBTQ community.

Under the overall leadership and supervision of the Director, Gender and GBV Programs, the successful candidate will be responsible for the following functional areas, technical support, donor diversification and partnership development, and coordination: technical support related to program planning, implementation, and monitoring and evaluation, and will work in close coordination with Country Directors, field coordinators, and HQ development, advocacy, and M&E teams. The Technical Advisor is expected to prioritize finding integrated ways to meet the safety, health, economic, legal and psychosocial needs of women, girls and LGBTQ identified community members. The Technical Advisor will ensure that quality services are delivered that meet both ethical and global standards and that the programs evolve to meet changing needs and succeed in implementing HIAS’ Refugee Rights Framework. The Technical Advisor will be responsible for ensuring systems are in place to implement people centered and evidence-based programs, both within GBV and cross-sectorally.

Overall responsibilities fall into four broad functional areas of Technical Support/Program Design, Monitoring & Evaluation/Research, Donor Diversification, and Partnership Development and Coordination:
