Position Summary:

Creative Associates seeks a Technical and Vocational Education and Training (TVET) System Quality and Market Relevance Lead for an upcoming workforce development project in Egypt. The TVET System Quality and Market Relevance Lead will lead the program team in meeting targets for Objective 1 of an upcoming USAID-funded workforce development program in Egypt. The anticipated opportunity provides targeted support to relevant Government of Egypt (GoE) entities to improve the quality and sustainability of TVET institutions and schools throughout the country in order to provide skills demanded by the market.

The TVET System Quality and Market Relevance Lead should expect to manage results, including the development of a quality assurance and accreditation system that guarantees the quality of TVET institutions and programs through technical support to the GoE. S/he will also work with already established TVET schools as well as newly established TVET schools in Egypt to become complaint with quality standards as established by the GoE while also ensuring that TVET schools meet market-driven skills, including establishing new schools and building the capacity of current ones, and improving capacity of TVET centers

Reporting and Supervision:

The TVET System Quality and Market Relevance Lead will report to the Deputy Chief of Party -Technical.

Expected Outcomes:

  • In line with USAID Egypt expectations, the project will transform the quality and market relevance of TVET institutions and programs through targeted technical assistance.
  • Strengthen capacity of existing TVET institutions, including the TVETA and CIQAT.
  • Schools previously supported by USAID will be provided the necessary technical support to become accredited by the relevant body.
  • TVETA will received significant technical assistance focused on the training and capacity building of agents in Egypt, including soft skills.
  • TVET programs will be updated to produce market-driven skills.
  • TVET institutions will graduate more students who are prepared to enter the workforce with more marketable skills.
    Primary Responsibilities:
  • Work with relevant government entities to conduct a gaps analysis on needs for TVET;
  • Support the improvement of Egyptian accreditation institutions to meet established accreditation standards through technical assistance, capacity-building for staff, developing criteria, standardization of competencies, and support to the advisory board, among other responsibilities;
  • Support the development of the monitoring and evaluation plans for institutions to measure success against targets;
  • Manage the technical assistance provided to already established schools to reach accreditation;
  • Lead the training and capacity building of the Technical and Vocational Education Teachers Academy (TVET-A) teachers to address needs and gaps, particularly around teacher training;
  • Maintain partnerships with the Ministry of Education and Technical Education (MOETE) and support them in establishing ten model schools which will serve as innovation hubs for strong private-sector involvement;
  • Ensure that all technical assistance under Objective 1 is carried out to the highest standards of quality assurance as well as compliance with USAID Private Sector Engagement Policy;
  • Support the MOETE in revamping the commercial track of the current TVET education structure;
  • Lead the team in providing technical assistance to existing employment centers; and
  • Oversee team of experts and ensure they meet deadlines appropriately.
    Required Skills and Qualifications:
  • Graduate degree in Education, Human Resource Development, Organizational Behavior, Business, Economics, or other relevant fields highly desired;
  • Excellent track record of achieving improved employment outcomes in similar workforce development activities;
  • At least eight (8) years of experience in the workforce and five (5) years of specific workforce development and TVET Education experience in a developing country, including experience working with host country training or education institutions;
  • Experience designing and delivering capacity development programs and service provision with business associations, MSMEs, and entrepreneurs; and
  • Arabic and English fluency required.
