Position Summary:

The Technical Director (TD) will provide strategic vision, technical and management guidance, and oversight to ICAP’s proposed CDC-funded project, Strengthening of the Kingdom of Eswatini’s Voluntary Medical Male Circumcision (VMMC) Program under PEPFAR (CDC-RFA-GH20-2029). The TD will provide day-to-day leadership of planning, implementation, and evaluation for the project and ensure that all project activities are effectively supported in the technical and programmatic domains. The TD will also provide technical oversight for all clinical aspects of VMMC implementation under the framework of HIV combination prevention.

The position is contingent upon availability of grant funding

Major Accountabilities:

  • Work in collaboration with the Principal Investigator at ICAP headquarters and with ICAP’s team in Eswatini to ensure the effective technical design, implementation and coordination of clinical VMMC service delivery and monitor progress toward the achievement of project goals and objectives.
  • Provide technical leadership in the design, analysis, and synthesis of clinical VMMC interventions within the project area, and ensure the integration of all clinical service delivery approaches using evidence-informed, innovative strategies, in order to ensure the highest quality and maximum sustainability of all clinical interventions.
  • Provide leadership in the creation and strengthening of community-facility referral networks between clinical VMMC services and other combination prevention and HIV care and treatment services.
  • In collaboration with the Country Director and Principal Investigator, develop, execute and continually update the strategic plan for the project, taking into account coverage mapping and priorities for VMMC expansion.
  • Ensure all aspects of planning, developing, and implementing interventions are consistent with national and international guidelines.
  • Provide input in VMMC technical ares including demand creation and service delivery.
  • Ensure the coordination of key stakeholder who provide VMMC demand creation and servce delivery across the country.
  • Oversee the overall adherence to approved budget and work with the finance team to develop donor budget.
  • Provide technical leadership to the annual work planning process, assess project progress in an objective manner, and serve as lead contributor during planning meetings with the donor.
  • Leads the design of interventions while ensuring the quality and maximum sustainability of all initiatives through effective in-service training and capacity building programs.
  • Provides technical assistance to the MOH and other collaborating local partners regarding the development or review of national comprehensive health policies, guidelines, and training materials.
  • Facilitates ICAP’s engagement of technical partners and consultants, as needed, to fulfill specific elements of project work plans.
  • Serves as a member of key forums, including MOH-sanctioned steering committees, technical workgroups, task teams, and sub-committees in support of project activities.
  • Supports the development of the technical team capacity and expertise.
  • Support the documentation of best practices and lessons learnt on VMMC program implementation for local and international dissemination.

Education:

  • MD, MBBS, PhD with focus in urology, public health, epidemiology

Experience, Skills, and Minimum Qualifications:

  • A minimum of 10 years progressively responsible, professional-level experience managing public health programs with an emphasis on VMMC; clinical skills and experience is required
  • Understanding of, and sensitivity to, the major issues affecting VMMC in Eswatini, with in-depth knowledge of the implementation of VMMC programs
  • Experience with PEPFAR policy program planning and design. CDC programs preferred.
  • Experience with Quality Improvement preferred.
  • Ability to manage multiple priorities and projects while working as a part of a technical team.
  • Fluent English oral and written communication skills; ability to interact professionally in English

ICAP at Columbia University's Mailman School of Public Health supports programs and research that address HIV/AIDS and related conditions and works to strengthen health systems. ICAP currently supports HIV/AIDS prevention, care and treatment programs in 13 African countries including: Côte d'Ivoire, Ethiopia, Kenya, Lesotho, Mozambique, Nigeria, Rwanda, South Africa, Swaziland, and Tanzania. ICAP supports several hundred project sites, which provide HIV prevention, care and treatment to hundreds of thousands of individuals.

Launched in 2004 as the International Center for AIDS Care and Treatment Programs, ICAP is led by its Director Wafaa El-Sadr. With a special emphasis on family-focused care, use of multidisciplinary teams, attention to the multitude of needs of individuals at risk for or living with HIV/AIDS, ICAP programs include HIV counseling and testing, prevention of mother-to-child HIV transmission, comprehensive HIV care, antiretroviral therapy, and management for related conditions, such as tuberculosis.

ICAP's goal is to build capacity for the implementation of diverse programs and to support the strengthening of other aspects of health systems, such as the renovation of health facilities, the training and mentoring of health care providers, and building the capacity of program managers and administrators. Such programs include Clinical Mentorship Systems Training and the ICAP Nurse Capacity Initiative. In addition, ICAP supports a Student Opportunities Program for undergraduate and graduate student from all disciplines.

ICAP partners with both public and private organizations, including ministries of health, the World Health Organization, and UNAIDS. Partnerships with non-governmental and community-based organizations, as well as faith-based groups, address care for at-risk populations, including children, and create income-generating projects for people living in affected communities.
