OVERALL RESPONSIBILITIES

MSH seeks a Technical Director/Deputy Chief of Party for an anticipated 5-year, $18 million USAID-funded regional planning and reproductive health program aimed at increasing the access and use of family planning services: Amplify-FP. The program will be the flagship family planning and reproductive health (FP/RH) project of the USAID/West Africa Regional Health Office. Amplify-FP will emphasize key high impact practices (HIPs) to help achieve the goals of the Ouagadougou Partnership of achieving 2.2 million additional FP users by 2020. Amplify-FP aims to strategically and deliberately support replication and scale up of key HIPs in large urban and peri-urban centers, in order to sustainably build and scale these approaches within four target countries (Burkina Faso, Togo, Côte d’Ivoire, Niger) and model this for the region.

The Technical Director works in close collaboration with the Chief of Party and serves as a member of the project management team. The Technical Director assists the Chief of Party with project management (including operations, human resources and finance management), monitoring project progress against benchmarks and supervising project support functions. The Technical Director is responsible for ensuring that the Project functions efficiently, directly supervising staff. The Technical Director is responsible for technical oversight of all activities and ensures they are designed and implemented with high quality and to meet project targets. S/he will be responsible for the replication of Amplify’s HIPs, including development of a sustainable certification system for quality assurance of Amplify’s HIPs. Additionally, she or he collaborates with the Chief of Party in assuring that all technical activities under the Project are implemented in a timely and effective manner, and may represent the project to key stakeholders.S/he will serve as acting Chief of Party when necessary. The Technical Director is aware of and adheres to MSH’s Procurement Integrity standards and procedures in all project management responsibilities.

This position is contingent upon award. The successful candidate will be asked to include a statement about his/her innovative vision to teach/train others to understand and better implement the key HIPs proposed in this application, how strategies for sustainable replication may be utilized in the West African context, and how his/her background supports this role.

SPECIFIC RESPONSIBILITIES

  1. Provide technical and, as relevant, managerial direction and support to the project team to ensure high quality implementation of services, adherence to and fulfillment of programmatic activities within budgetary guidelines and compliance with project award requirements.
  2. Responsible for the replication of Amplify-FP’s HIPs, including the development of a sustainable certification system for quality assurance of Amplify’s HIPs.
  3. Collaborates closely with key government officials in the Ministries of Health, NGOs and with partners, as part of the development of country program strategies to develop mechanisms that assure sustainability in delivery of quality service delivery.
  4. Work with program staff in the countries to ensure that adequate systems exist to gather data, and local capacity is developed to prepare and regularly review programs and logistical systems. Also ensures that technical assistance to the districts is timely, targeted, effective, and efficient
  5. Coordinates the activities of all subcontractors and sub grantees in regard of their technical contributions to the project.
  6. Maintain strong links with MSH and project technical staff to leverage corporate competencies and incorporate them into the program as appropriate.
  7. Contribute to the compilation and dissemination of significant lessons learned, and to any other publishable documents that further the project agenda.
  8. Performs other related activities as deemed necessary and appropriate by the Chief of Party

QUALIFICATIONS

  1. Masters’ degree in public health, public administration, sociology, education or other relevant development field required.
  2. At least ten (10) years’ experience in a teaching/training organizational development role, with significant expertise in developing and implementing a wide range of training/learning methods required.
  3. Experience with developing certification systems for sustainable quality assurance highly preferred.
  4. Extensive experience with a wide range of pedagogic methods.
  5. Strong experience required with direct supervision, and working with teams and staff from multicultural backgrounds.
  6. Prior experience in public health and family planning programming is strongly preferred.
  7. Prior experience in West Africa in strongly preferred.
  8. Extensive experience preferred with building and maintaining effective partnerships and leveraging resources with development.
  9. Strong oral and written communication and presentation skills.
  10. Fluency in French (3S/3R minimum) and English (4S/4R) are required.
  11. Ability to travel to focus countries and region up to 30% time.
