POSITION ANNOUNCEMENT: Alternatives to Charcoal Experts

Winrock is seeking senior-level forestry; clean energy; supply chain; monitoring, evaluation, and learning (MEL); and finance experts for an upcoming USAID funded project supporting reduction in deforestation and forest degradation attributed to charcoal production in Zambia. The experts will design and provide technical leadership to activities that will support the Zambian government’s aspirations and ambitions to fulfill its greenhouse gas reduction commitments by promoting alternatives to charcoal, as well as contribute to biodiversity conservation and promote sustainable management of forests in Zambia. For all positions, preference is given to those with previous experience in Zambia and advanced degrees. All positions require fluency in English. All positions are contingent upon Winrock International winning the award.

SUMMARY OF POSITIONS

Deputy Chief of Party (DCOP):

The Deputy Chief of Party (DCOP) will design and provide technical leadership to activities that will support the Zambian government’s aspirations and ambitions to fulfill its greenhouse gas reduction commitments by promoting alternatives to charcoal, as well as contribute to biodiversity conservation and promote sustainable management of forests in Zambia. The DCOP will report to the Chief of Party and supervise all technical experts and be responsible for program management.

Minimum Experience:

  • 8 years’ experience managing similar large-scale programs in Zambia or region;
  • MA in forestry, clean energy, engineering, or related field;
  • Prior DCOP or operations manager experience on contracts;
  • Experience working on USAID programs and knowledge of USAID regulations.

Technical Specialists:

The Technical Specialists will provide technical guidance and management on forest degradation and deforestation in Zambia. They will work with civil society, lead firms and private sector groups, and government agencies to improve biodiversity conservation and promote sustainable management of forests. They will design and implement embedded solutions to facilitate the transfer of methodologies and build the capacity of beneficiaries. Potential areas for specialization include: low emission technologies and fuels, biomass fuels, forestry, private sector engagement, REDD+.

Minimum Experience:

  • Advanced degree in relevant technical area or business/management
  • 10 years’ experience in sector-related production and marketing
  • Zambia or regional experience preferred.

Monitoring, Evaluation, and Learning (MEL) Manager:

The Monitoring, Evaluation, and Learning (MEL) Manager will implement the project MEL and develop systems to track overall project activities, outputs. The MEL Manager will also contribute to the design and lead implementation of all project learning activities.

Minimum Experience:

  • Minimum 10 years’ managing and implementing complex MEL systems for international development projects, preferably with USAID and preferably contracts
  • Proven record of designing and implementing data collection tools including surveys
  • Experience managing large MEL databases and conducting timely data analysis and developing reports. Zambia or regional experience preferred.

Operations Manager:

The Operations Manager will be responsible for all financial, operational, and logistical aspects of the project. This will include overseeing accounts and budget expenditures, providing grants oversight, overseeing procurement procedures, and ensuring project adherence to local laws and donor regulations. He/she will ensure the proper administrative, financial, grants, and procurement functioning.

Minimum Experience:

  • 10 years of experience leading accounting, procurement, operations, and financial management of complex international development programs
  • Familiarity with USAID compliance requirements, particularly for contracts. Zambia or regional experience preferred.

Gender Specialist:

The Gender Specialist will work closely with the COP and technical teams to design and implement activities that promote gender equality, ensuring both women and men have equal opportunity to benefit from and contribute to economic, social, and cultural development. This includes considerations for gender norms in Zambia, attention to appropriate messaging and activity targeting, planning, and performance.

Minimum Experience:

  • At least 7 years of experience designing or managing gender-focused activities.
  • Experience managing teams on contracts, preferably for USAID. Zambia or regional experience preferred.
