Job Title: Technical Advisor II — Orphaned and Vulnerable Children

Department: Programming

Reports To: Head of Programs

Country/Location: Lesotho/Maseru

Job Summary:
Karabo ea Bophelo (KB) is a five-year USAID-funded activity to prevent new HIV infections and reduce vulnerability among orphans and vulnerable children (OVC) and adolescent girls and young women (AGYW) in Lesotho. The Technical Advisor II – OVC will be responsible for the technical oversight of the OVC project components, including work plan development and reporting. The Technical Advisor 1 – OVC will provide high level support in providing technical direction to project implementation in line with Catholic Relief Services (CRS) program quality principles and standards, donor guidelines, and industry best practices and ensure that the OVC results are met. S/he will ensure strong linkages with prevention and other components of the project to advance the delivery of high-quality programming to OVC and their households.

Education and Experience
* Master’s Degree in social sciences, social work, child development, education or related field required.
* Minimum of five years relevant international working experience in an advisory or management role with progressive responsibilities, ideally with an international NGO, with minimum of three years working for programming interventions in the field of OVC and HIV.
* Demonstrated experience in managing programs that address the needs of vulnerable children and adolescents, adolescents living with HIV, OVC, caregiver support, economic strengthening, child protection, violence against children, case management, early childhood development, OVC policy and advocacy.
* Previous experience providing technical assistance and developing successful proposals for external donor funding is required.
* Demonstrated skills in project reporting, preferably for PEPFAR-funded OVC programs
* Familiarity with Lesotho’s institutional, policy and programming context for OVC desirable
* Demonstrated application of technical principles and concepts in OVC programming.
* General knowledge of other related disciplines to ensure proper cross-sectoral approach.
* Experience in business development, project design and proposal development in OVC programming, including technical writing.
* Experience in mentoring, coaching, facilitation and training applying adult learning principles and practices.
* Experience with program monitoring and evaluation, including applying data collection tools and methodologies, data analysis, and data presentation.
* Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles.
* Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks.

Travel Required (include percentage of required travel, if applicable)
Up to 20%
