PURPOSE OF POSITION:
The Technical Manager for Food Security and livelihood will be primarily responsible for the strategic leadership and overall management for the Australian Government Funded Greater Resilience through Enhanced Agriculture and Nutrition (GREAN) project in Warrap and Central Equatoria States of South Sudan and ensuring high quality implementation of projects activities, financial management according to donor requirements and international accounting standards, timely reporting to donor and other key stakeholders and overall contribution to Child Well Being outcomes.
Other responsibilities include provide technical expertise, leadership, support and coordination for the successful design,implementation and evaluation of FSL programming.
KEY RESPONSIBILITIES:
- Oversee the implementation of the FSL and Nutrition projects, ensuring that the project outcomes are achieved.
- Coordinate with Project Managers in proper planning of project activity implementation, ensuring adherence to technical standards, best practices and donor guidelines.
- Coordinate and lead timely development and submission of the project annual work plans and budget .
- Manage grant budget within approved spending levels.
- Ensure accurate and timely financial reports to donor.
- Design strategies, partnerships and interventions to ensure project activities and implementation strategies are gender, age and disability inclusive and in compliance with donor requirements.
- Maintain effective projects quality assurance mechanisms, including monitoring system for tracking of projects progress against indicators and key milestones.
- Conduct routine visits to all projects sites.
- Timely development and submission of quarterly, semi-annual and annual work plans and reports.
- Lead in development and utilization of MOUs / working agreements with sector strategic and project implementation partners.
- Ensure effective liaison with local government officials, local communities, donor representatives and other stakeholders, making use of an appropriate accountability framework.
- Develop and maintain an adequate human resource plan consistent with WV policies, donor requirements and local laws and ensure proper technical and operational capacity of staff to manage and implement project initiatives.
- Ensure right project staffs are recruited, retained, and provided with intentional opportunities, mentoring and coaching for development.
- Staff supervision and guidance to ensure overall quality and comprehensive management of technical program.
- Ensure that FSL sector specific technical guidelines, policies and best practices are adhered to.
- Technically support in resource acquisition & grant management team to develop proposals/concept notes.
- Provide Technical support to FSL programing.
- Coordinate with the WV Support Office FSL Technical Advisors.
- Ensure coordination and mutual learning across the FSL projects.
- Ensure WVSS representation in key strategic FSL Sector working groups and Forums both at the national and field level.
KNOWLEDGE, SKILLS & ABILITIES:
Required:
- Minimum of 7 years experience in designing, planning, implementing and reporting on integrated Livelihood and Resilience Programs covering Economic Development, Agriculture & Food security, Natural Resource Management, Relief and/or advocacy programs and projects.
- Excellent technical programming and management skills and a good understanding of the entire program/project life cycle.
- Must have good facilitation skills and ability to deliver staff and partner capacity building (training, coaching and mentorship) on relevant technical fields.
- Demonstrated track record in proposal development, funding acquisitions and grant management for major government donors preferred.
- Strong budget and financial management skills.
- A team player, capable of building staff and partner’s capacity in Livelihoods & Resilience.
- Ability to maintain performance expectations in diverse cultural contexts.
- Masters degree in Agronomy, Horticulture, Agricultural Economics, Agribusiness Management, Agriculture Extension, Dryland Agriculture or a closely related field from a recognized University.
- Partnering skills to negotiate, co-create, coordinate and implement together with other partners.
- Excellent English communication skills (both oral and written).
Preferred:
- Technical expertise in managing Food Security and Livelihood programs required. Experience in an emergency context or programs of similar scope and size is beneficial.
- At least five years of international experience in emergency relief or development project management in fragile or challenging contexts with responsibility of overseeing comprehensive food security programs of similar size and complexity.
Travel:
- 40% domestic/international travels is required.
Physical Requirements:
Office-Based position with frequent movements to the fields.
