Project Description:

FHI 360 seeks a Technical Officer-Data Quality for the US DOD-funded Zambia Defense Forces Prevention, Care and Treatment (ZDFPCT) Project. The ZDFPCT project is implemented by FHI 360 for continuing collaborations with the Zambia Defense Force (ZDF) and Ministry of Health (MOH), in scaling up prevention, care, treatment, and support for adults and children living with HIV and TB, through the military, their families and surrounding communities. The project conducts a range of activities to reach the UNAIDS 90-90-90 fast track goals by 2020 and contribute to reaching epidemic control.

Job Summary/Responsibilities:

Under the supervision of the Technical Advisor- Data Management, the Technical Officer- Data Quality will assist in providing technical support in manage and maintenance of a comprehensive information resource or the project. He/she will ensure consistency and integrity of data; oversee the collection and reporting of complex, related information. He/she will interpret data, including statistical values, and provide advice and consultation regarding implications of the data. He/she will participate in other activities related to HMIS, research, targeted evaluation, surveillance surveys and monitoring and evaluation as well as provide training to Information system users.

Duties and responsibilities:

Assist develop and design databases including applications for data capture and input, report generation, retrieval of data and other functions Conduct data analysis for the daily, weekly monthly, quarterly, semi and annual reports to the DOD and ad hoc program data/reports Coordination of data entry of DOD’s program activities data Assist in project evaluations and research activities Support needs assessment activities and work with other information systems personnel to determine feasibility of development of new databases, enhancements or modifications to existing databases. Participate in writing M&E quarterly progress report Support the supervision of the work of data entry staff and other related employees. Conduct routine data quality assessments on program data bases and provide ongoing support to Strategic Information officers to do the same routinely at site level Provide leadership in the management of the Zambia Ministry of Health approved patient management system (SmartCare) Build the capacity of project and partner staff in Data Management and Monitoring & Evaluation Perform miscellaneous job-related duties as assigned by the supervising officer

Qualifications and requirements:

Bachelor’s degree in Computer Science, Statistics, Mathematics or any other related Quantitative fields with 3-5 years practical experience in data management. Good data analysis and report writing skills. Experience in Monitoring and Evaluation of Health and/or HIV/AIDS programs, including planning, design and implementation of M&E systems will be an added advantage Experience working with Microsoft Excel for data visualization and management Experience working with Microsoft Access for data management Experience designing and implementing relational databases, with special emphasis on the Relational Model Experience working with the Structured Query Language (SQL) for data manipulation and reporting Experience working with an industry enterprise relational database system like:

  • Microsoft SQL Server
  • Oracle
  • MySQL

The following will be an added advantage:

  • Working knowledge of DATIM, PEPFAR reporting systems and DHIS2
  • Working knowledge of an electronic medical record (EMR) like SmartCare
  • Working knowledge of least one statistical package like SAS, SPSS, STATA, R
  • Working knowledge of GIS software like ArcGIS, QGIS
  • Knowledge of data visualization/BI software like Tableau and Power BI
  • Working knowledge of any programming language
