Basic Function:

Under the Supervision of the Senior Technical Officer – M&E, the Technical Officer – M&E will assist in the implementation of monitoring and evaluation for the EPHO Technical Assistance Project in assigned districts. S/he will work with the Senior Technical Officer – M&E to provide technical assistance on robust M&E systems to ensure reporting of quality data that accurately reflect PHO and project performance.  S/he will be responsible for coordinating data collection, collation, data quality assurance, data entry and reporting.  S/he will also be required to be in constant communication with district staff to ensure smooth flow of the data from the sub-district, district through to the provincial level. He/she will provide technical assistance to the district level Implementing Agencies in terms of data collection and reporting. He/she will be responsible for analyzing, presenting finding generated by district level activities under the guidance of the Senior Technical Officer – M&E.

Duties and responsibilities:

The Technical Officer – M&E will support EPHO M&E activities as follows:

Operationalize the project monitoring and evaluation system at the district level to support learning, decision making and accountability. Coordinate the implementation of monitoring and evaluation activities within the assigned districts and ensure the project M&E plan is implemented according to plan. Provide support to assigned districts and facilities to ensure EPHO fulfills M&E requirements for appropriate data collection and reporting. Support project M&E related internal and external reporting, providing relevant strategic information for evidence-based programmatic and strategic decision-making Support data analysis and generation of data reports which meet the reporting requirements of FHI360, EPHO and Ministry of Health (daily, weekly, monthly, quarterly, semi-annual and annual reports). Provide regular feedback and updates to the Senior Technical Officer – M&E on M&E activities at sub-district and district levels. Conduct training of Data Associates and Data Entry Clerks on M&E and assist in supervising the implementation of quality assurance and control measures for data collection. Conduct site visits to health facilities and community-based implementing partners and provide technical assistance to these sites to ensure that data collection is accurate, reliable, feasible, efficient and timely.  Assist in the implementation of quality assurance and control measures for data collection. Conduct data collection, analysis and generate reports which meet the reporting requirements of EPHO and Ministry of Health (monthly, quarterly, semi-annual and annual reports). Document lessons learned and best practices in monitoring and evaluation.   Perform any other duties as may be assigned.

Qualifications and requirements:

A Bachelor’s degree in Social Sciences, Statistics, Public Health or health related field 5-7 years of professional experience in monitoring and evaluation in PEPFAR programs.  Experience with donor programs is required.  Experience with Smartcare required Donor experience a plus. Experience must reflect the knowledge, skills and abilities listed above
