IMPORTANT NOTICE: OBJECTIVES OF THE PROGRAMME The Polio Transition Plan 2019-2024 (PTP) aims to contribute to Polio Eradication in Angola by strengthening the health system capacity to implement quality activities of disease surveillance, routine immunization, outbreak preparedness and response and health promotion that already integrates polio eradication essential functions. The plan’s scope includes an ambitious training cascade to implement new procedures manuals (to ensure appropriate performance standards and best practices), the implementation of a new system of technical assistance to the districts to improve surveillance and routine vaccination and the development of a revised supervision and monitoring system to strengthen the management of health programme activities from the Central and Provincial levels. For this, the plan initially supports the revision of all the government’s post descriptions within these four areas, the elaboration of procedures manuals, and the collection of all the technical documents produced in the last 15 years in order to ensure that polio legacy and the best practices developed will be integrated to the national health system. The plan also sustains the functioning of 18 provincial public health/surveillance teams for five years and the final transfer of the former polio staff and assets to the Ministry of Health. The plan is coordinated and monitored by a Coordination & Monitoring Technical Group (CMTG) chaired by the National Director of Public Health.

DESCRIPTION OF DUTIES Under the direct supervision of the WHO Representative and the Immunization focal point / Polio-EPI Team Leader, the incumbent will perform the following duties: To support the functioning of the Polio Transition CMTG and assist the National Director of Public Health and other CMTG’s members in the coordination of the polio transition plan implementation To work with the MOH’s relevant divisions (National Directorate of Public Health, National Institute for Health Research, National Directorate of Human Resources, Office for Studies, Planning and Statistics, Office for Information Technology, etc), UN agencies, bi-national and multi-national technical assistance programmes/projects to facilitate appropriate inter-programmatic coordination, synergies and information exchange for the PTP implementation; To provide technical advice and programmatic support for the strengthening of the disease surveillance, outbreak preparedness and response, routine immunization, monitoring of health programmes and supervision activities at the Central and Provincial level and district levels; To promote the integration of the PTP with the Extended Programme on Immunization (EPI), National Surveillance System, Health Promotion, Monitoring &Evaluation and other relevant multiyear strategic plans and annual work plans; To support WHO, UNICEF and the Ministry of Health in the elaboration of the Terms of Reference, the recruitment, supervision and evaluation of the consultancies and other technical support services required for the implementation of the Polio Transition Plan; To oversee the implementation of all the activities of the Polio Transition and keep the CMTG’s coordinator informed on the relevant occurrences and propose response interventions to ensure the achievement of the plan’s expected results; To assess the current information system, coordinate with the WHO data managers and collaborates with the development of any complementary tools to ensure the data collection, processing and reporting of the plan monitoring and evaluation (M&E) framework; To ensure the gathering of data for the reporting of the Polio Transition Plan monitoring indicators, support the development, maintenance and utilization of an indicator database relevant to the reporting of the PTP indicators and support the WCO technical units and the MOH that the key project indicators are collected and reported in a timely manner; To elaborate the PTP’s M&E work plan; To engage and coordinate with partners to improve access to quality data, promote joint planning and evaluation; To coordinate the planning and budgeting and the funding allocation for the implementation of all the activities of the country’s Polio Transition Plan (PTP); To assist with the elaboration of progress technical and financial reports, concept notes, proposals, presentation, on the implementation of the Polio Transition Plan for the WHO country office, regional Level, headquarters and the Ministry of Health; To coordinate with the polio transition focal points at the regional level and headquarters the exchange of relevant information for the polio transition process, the provision of technical assistance and the advocacy necessary to mobilize funds and ensure political commitment and stakeholders support; To support the development of effective and proactive advocacy, fundraising and resource mobilization for the PTP among the MOH and other stakeholders; To support in the development, application and promotion of relevant tools for monitoring and reporting disease surveillance, routine immunization and health promotion indicators; and To undertake any other related duties as may be requested by the WHO Representative and immunization focal point/Polio-EPI Team leader.

REQUIRED QUALIFICATIONS

Education Essential: Advanced level university degree in health, public health or epidemiology. Master’s degree level in public health, health services management or surveillance. Training in polio eradication or outbreak preparedness and response.

Desirable: Desirable: Training in monitoring and evaluation will be an asset. Previous experience working within a national health system.

Experience Essential: At least7 years of combined experience at international, national and provincial level in public health, monitoring, evaluation or surveillance in vaccine preventable disease control. At least four years of experience in polio eradication is also essential. Knowledge of, and experience with, elaborating data entry and quantitative data analysis. Experience in producing technical and analytical documents in health-related field and in the elaboration of quality and management tools (post descriptions, protocols, flow charts, verification lists, etc.).

Desirable: Experience in developing monitoring and evaluation systems and development of database management tools. Good knowledge of grant management processes.

Skills Expected knowledge and skills:

  • Technical expertise on vaccine preventable disease surveillance and Integrated Disease Surveillance and Response (IDSR) and knowledge of EPI activities and communicable diseases.
  • Excellent knowledge of the Logical Framework approach to project planning, including ability to set measurable indicators for project monitoring. Good understanding of M&E systems and project evaluations, and data quality audit.
  • Appropriate use of project and management tools (MS Visio and MS Project).
  • Intermediate to advance level of knowledge of MS Office, particularly Word, Excel and Power Point.
  • Basic to intermediate level o knowledge of MS Access, SQL. Key behavioral competencies: Excellent ability to work as part of a team. Desirable: REMUNERATION WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 72,637 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3941 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
