Job Summary/Responsibilities:

The Technical Officer, Technical Officer- Prevention, Care and Treatment directly under the Technical Advisor to enhance systems for client retention for the PEPFAR/Centre for Disease Control (CDC) funded, FHI 360-led Technical Assistance (TA) Project to the Eastern Province Health Office (EPHO). S/he will assist in providing technical support in all HIV Prevention services including VMMC, PNS/Index testing, PrEP, CaCx, eMTCT and GBV/IPV. S/he will support EPHO to expand anti-retroviral therapy (ART) access and retention services in the province. In addition, S/he will lead the Client Experience Associates (CEA) to ensure respectful, responsible client experience.

Duties and responsibilities:

Assist the Technical Advisor to provide leadership and oversee all technical components of the project Under the guidance of the Technical Advisor, develop and support implementation strategies of the HIV clinical care and treatment component of the project Assist in the provision of technical guidance to DHO staff and partners ensuring that state-of-the-art knowledge is integrated into program planning and implementation Support the training of relevant staff in HIV prevention, clinical care and laboratory services Support the development of guidelines, tools and recommendations related to the implementation, evaluation of clinical management and monitoring of HIV/AIDS Assist in the development of evaluation strategies for HIV related clinical care indicators Supervise and provide technical support for Client Experience Associates (CEA) Support CEA to build and maintain a formidable health care worker-client relationship management standard, to reinforce clients’ trust and loyalty to the healthcare system. Contribute to identifying, analyzing, documenting and disseminating best practices and lessons learned from the implementation related to HIV prevention, clinical care and treatment Apply these lessons learnt to modify existing program and improve the design of new programs Perform other duties as assigned

Qualifications and requirements:

MBCHB / MBBS Medical Doctor with at least 5 years’ experience or Medical Licentiate, Clinical Officer or related degree with at least 7 years Familiarity with Zambian public-sector health system and NGOs and CBOs highly desirable 5 to 8 years in public health, including HIV/AIDS/TB programs. Registered member of the Health Professions Council of Zambia (HPCZ) At least three in a technical leadership role for a project of similar size and complexity Experience in care, treatment and support for adult and Pediatric HIV/AIDS and TB at the clinical level. Demonstrated management skills, including relevant experience in direct supervision of professional Staff.
