Sustainable Energy Africa (SEA) promotes equitable, low carbon, clean energy development in urban South Africa and Africa. We do this through research, capacity building, policy engagement and information dissemination.

SEA seeks to appoint a Technical Officer for Energy Efficiency in New Buildings to be based in South Africa.

Municipal Office in one of the four C40 member cities: City of Cape Town, eThekwini Municipality, City of Johannesburg, City of Tshwane.

The Technical Officer will be seconded to the respective city and will report on a daily basis to the relevant City line manager.

Salary range: R520 000 to R780 000 per year total cost of employment (relocation costs will not be covered)

Contract period: January 2018 to 31 December 2020

Requirements:

  • Provide specialised professional knowledge, experience, skills and leadership in the implementation of ambitious energy efficient building and urban development policy and programmes
  • Support related outreach activities with stakeholders
  • Liaise with a range of city departments within the municipality, including legal, finance, procurement, development, housing and environment, on policy concerning enhanced energy codes implementation
  • Identify and support the implementation and profiling of leading green buildings and developments as well as effective development enforcement and building energy performance measurement

Requirements:

  • A building, development or urban planning qualification (planning, architecture, engineering, building physics, land economics)
  • Experience of working with or for municipal governments in South Africa
  • Working knowledge of the South African building energy codes/regulations including Part XA SANS 10400 standard and the SANS 204 guidance
  • Familiarity with drafting policy and building code/regulation documents
  • Familiarity with the enforcement processes for energy codes/regulations
  • Experience of facilitating workshops with multiple stakeholders from the public and private sectors to contribute to policy development consultation and implementation
  • Experience of contributing technical expertise to the implementation of low and/or zero carbon projects
