Our client has been supporting the governments’ efforts in effective implementation of the National Development Plan, which is aligned with the corporate Sustainable Development Goals (SDG), in collaboration with a wide range of stakeholders in Somalia. Our client, in its main thematic areas of Economic Growth and Employment, Democratic Governance, Rule of Law and Security, Human Development and Economics, and HIV/AIDS, has been developing and implementing a number of projects and programmes, in collaboration with government, private sector, civil society, as well as bilateral and multilateral agencies. As a result, our client contributes to achieving the overall national goal of socioeconomic transformation for poverty reduction economic revival and societal transfer in a socially just and gender equitable manner. The Rule of Law Portfolio includes projects and programmes on justice, police, security sector reform, preventing and countering violent extremism and human rights. These five projects and programmes are interlinked and address the overall contributing outcome under the UN Strategic Framework priority 2: Supporting institutions to improve Peace, Security, Justice, the Rule of Law and safety of Somalis; and strategic priority 3: Strengthening accountability and supporting institutions that protect. Further it addresses the National Development Plan on RoL and Access to justice goal, to “establish independent, accountable and efficient justice institutions capable of addressing the justice needs of the people of Somalia. Most programmes under the ROL Global Focal Points (GFP) Arrangements in Somalia have outcome and output indicators but measuring impact at the outcome level has proven challenging and most projects end up reporting at the output and activities level. An important goal of the joint Rule of Law Framework in Somalia is to work under a common monitoring and evaluation mechanism that will constantly measure the status of peace and security in Somalia and to be able to assess the effects of the UN ́s support in furthering rule of law.
The UN in Somalia is thus setting up a first of its kind outcome‐based M&E mechanism that seeks to measure the impact of the UN’s and the international investment in areas of rule of law through robust collection of qualitative and quantitative data that will give up‐to‐date and instant information on the status of peace and security in targeted districts. Our client will host the operation, ensuring that the effort is connected to Goal 16 monitoring, with the aim of subsequently over a period of time building the capacity of the host government to be able to carry out regular monitoring of Goal 16 in line with their obligations under the Sustainable Development Goals. Role objectives

This position seeks to measure the impact of the UN’s and the international investment in areas of rule of law through robust collection of qualitative and quantitative data that will give up‐to‐date and instant information on the status of peace and security in targeted districts. Expected output

The consultant will undertake the following tasks:

  1. Provide technical advice for the creation of an M&E system that delivers an improved understanding of UN’s ROL support and the impact at the outcome‐level based on community needs and perspectives.
    a) Based on needs from programmes for police, justice and corrections, security sector reform, preventing and countering violent extremism and human rights, develop a M&E mechanism that includes indicators, data collection tools and processes, data analysis procedures, reporting and dissemination activities.
    b) Ensure the M&E mechanism is consistent with UN data, policies/procedures and measures relevant program targets and outcome indicators and contextualised SDG16 indicators.
    c) Evaluate data analysis software packages and determine, upon consultation with client M&E and procurement, which is most suitable for the project.
  2. Establish qualitative data analysis framework and procedures for the M&E system, which includes organizing qualitative data collection in the field and methods of integrating different data streams from collection networks into a centralised qualitative database.
    a) Develop research protocols and tools necessary to implement the M&E mechanism plan (e.g. surveys, focus group guidelines).
    b) Develop coding methods that are methodologically rigorous and in line with SDG 16 and Rule of Law indicators.
    c) Evaluate feasibility, determine qualitative methods, and develop necessary resources and tools for the transfer of data from partner agencies into centralised database.
    d) Develop data cleaning processes and log data into a common database.
    e) Analyse data for relevant insights and information products.
  3. Design and conduct training for the Data Team relevant UN and UN affiliate staff engaging in data collection and project enumerators.
    a) Train and oversee M&E Project Data Analysis Team in data cleaning, coding, and analysis.
    b) Produce a training model for enumerators to conduct primary data collection in field setting, as well as for field‐based UN staff and UN affiliates who are already engaging in formal or informal community engagement activities.
    c) Develop a database where data collectors log the collected data and ensure that it adheres to relevant data protection and privacy standards.
    d) Develop a schedule for data collection of dedicated enumerators as well as participating UN staff and UN affiliates.
    e) After initial data collection rounds, evaluate data collection methods and training based on feedback from data collectors and adjust as necessary.
  4. Develop research protocols and tools as needed (i.e. establish an early warning system, set up processes to manage data protection and data privacy issues) in close collaboration with UNSOM Human Rights, the Protection Cluster, and other relevant UN entities and Partners.
    a) Consult with UNSOM Human Rights, the Protection Cluster, and other relevant UN entities and partners in the production of an early warning system within the M&E analysis hub.
    b) Consider and develop tools and processes to address risk and ethics issues, including data privacy, data rights, and ensure adherence to relevant protocols.
  5. Conduct data analysis based on established Rule of Law targets and Goal 16 indicators and ensure that the data is actionable by presenting it in a variety of outputs designed to facilitate learning and inform program design on both a rolling and longer‐term basis (i.e. monthly bulletins, six‐monthly reports).
    a) Conduct ongoing data analysis to continuously develop and re‐evaluate codes and categories and keep record of the process using analytic memo‐writing.
    b) Report data in a range of formats designed to meet client needs and in accordance with the dissemination strategy and reporting schedule.
    c) Describe and analyse key trends emerging from data collection in a manner that highlights key learnings regarding community perceptions of ROL and impact of UN programming.
    d) Develop / modify reporting templates in consultation with the Team Leader based on client feedback and needs.
    e) Assist the Team Leader in liaising with partners for the purpose of soliciting feedback on early drafts of reporting formats and make adjustments as necessary to ensure the reports and other information products are useful and actionable for partners.
    D. Expected Outputs and Deliverables
     Produce training manual for data cleaning, data coding, and data analysis for national Data Analysis Team, Establish protocols for the transfer of data from partner agencies identified through mapping into a centralised database, Draft plan for small‐scale pilot of M&E mechanism based on consultations with Rule of Law programmes, through which priority indicators and locations, are identified, Present the above at a stakeholder meeting, Monthly report. to be completed over a period of 1 month. this requires Client’s ROL Approval. this constitutes 20% of target due dates.
     Consolidate data based on pilot framework for sample bulletin.     E. Institutional Arrangement
    1) Reporting Lines
    a) The Consultant will report to the ROL Portfolio Manager and will work in collaboration with the ROLSIG, CRESTA/A, United Nations Office of the High Commissioner for Human Rights (OCHR), the United Nations Country Team (UNCT), Joint UN GFP on ROL and Security Sector Reform in coordination with the United Nations Assistance Mission to Somalia (UNSOM), the Global Alliance and UNDP’s Bureau for Policy and Programme Support (BPPS) at Headquarters. 2) Progress Reporting

a) The Consultant shall work under UNDP ‘duty of care’ and will comply with all UNDP security regulations.
b) Cost of an economy class air ticket on the most direct route to join duty station and repatriation will be borne by our client in accordance with Travel Policy
c) Full‐board accommodation at the UN compound in Mogadishu or at any other location in Somalia when on duty travel
d) The Consultant will be entitled to a living allowance at the UN Daily Subsistence Allowance (DSA) applicable rate when on duty travel in Nairobi (Kenya)
e) The Contractor will be required to have a personal laptop computer, but the UN will provide office space and facilities such as internet connectivity and access to office printers in UN offices as deemed necessary and based on availability.
F. Duration of the Work Up to a maximum 130 days spread over a six‐month period, with periodic breaks in between.
G. Duty Station Duty station will be Mogadishu (Somalia) with travel to Nairobi (Kenya) and other locations as required. The Consultant may also be allowed to work from home to complete report writing with prior written authorization by the ROL Portfolio Manager.

Languages:

§ Fluency in English is essential.

Strong knowledge in data export/import technologies especially for statistical and database software and share results in different formats for specific types of use (general analysis, mapping, etc.).

Computer Skills:

Demonstrated proficiency in use of M&E data processing software systems such as SAS, SPSS and STATA, or other known relevant statistics programs.

Ability to work with large data arrays, data analyses and visualization

Strong knowledge in data export/import technologies especially for statistical and database software and share results in different formats for specific types of use (general analysis, mapping, etc.).

Based on review of CVs of potential candidates received from client's CRU ExpRes CPR Roster consistent with the Terms of Reference

Scope of Price Proposal and Schedule of Payments

The Consultant will submit an invoice (Certificate of Payment) specifying the completed deliverable. Payments shall be made following certification by the RoL Portfolio

Manager that services related to each deliverable have been satisfactorily performed and the deliverables have been achieved by or before the due dates required.
