Doctors Without Borders/Médecins Sans Frontières (MSF) is the world’s leading independent international medical relief organization, implementing and managing medical projects in close to 70 countries worldwide and with national offices in 21 countries.

MSF staff in Canada recruit medical and logistical personnel for field missions; raise public awareness of the plight of the populations MSF cares for; and finance international MSF projects by raising funds from the general public.

BACKGROUND

MSF OCBA presence in the region – specifically in Sahel (Mali, Niger, Nigeria) but also in Central Africa, has specific operational features and brings specific challenges:

  • MSF OCBA has a clear investment / focus on emergency response and conflict. Access to the most in need population remains a challenge. Regional specifics makes challenging the operationalization and operational models are developed to adapt to the needs.
  • Epidemics are recurrent and have clear seasonal trends.
  • Pediatrics (and nutrition) remain the key medical thematic of the region
  • Most of the projects in Sahel region portfolio are Limited Access Projects (LAPs) due to security constraints which restricts HR deployment and support bringing added challenges to MSF response in the region.

MSF Dakar Unit aims to provide operational support to the region and help to overcome some of those challenges and build on lessons learned. Different domains have been prioritized: Pediatric care, Mental Health, Health Promotion and Community Engagement, Epidemiology (Regional Surveillance, Monitoring and Evaluation and Operational Research), as well as identifying areas of improvement on supporting the Limited Access Projects.

It has been demonstrated that MSF interventions would benefit from the implementation of Telemedicine Solutions (TMS) (additional clinical support, training and mentoring possibilities, monitoring capacity). Telemedicine has been introduced widely in the region with a different level of use. In Niger a pilot project was also developed and is under evaluation. In order to support the field teams and help to overcome the mentioned barriers, further expansion of TMS is desirable.

The OCBA together with MSF Canada will deliver TMS when and where appropriate tools and resources are not available. The project will be implemented through MSF Canada, in collaboration and coordination with OCBA, executing the implementation, development and maintenance of relevant TMS.

POSITION OBJECTIVE:

Primary

The Telemedicine Services Implementer and Coordinator’s primary objective is to develop, implement and coordinate the MSF capacity to use Telemedicine Solutions (TMS) in MSF projects in the West Africa and Central African region (WACA).

Secondary

The position provides:

  • Operational support to field medical team in using various Telemedicine solutions to provide better clinical care,
  • End-to-end context-adapted implementation of Telemedicine solutions providing complete implementation package and technical support for project initiation, execution and evaluation phases,

Consolidate and share a knowledge on Telemedicine usage in the WACA context, inside and outside MSF.

Médecins Sans Frontières (MSF) was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra. Their aim was to establish an independent organisation that focuses on delivering emergency medicine aid quickly, effectively and impartially.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF was created in the belief that all people should have access to healthcare regardless of gender, race, religion, creed or political affiliation, and that people’s medical needs outweigh respect for national boundaries. MSF’s principles of action are described in our charter, which established a framework for our activities.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
