PSI/Mali

A branch of PSI Washington, PSI/Mali started in 2001 using commercial marketing strategies for improving reproductive health and child survival, and to reduce new HIV infections. Since then, PSI/Mali has implemented several programs to improve health in malaria, family planning, cervical cancer, sanitation, neglected tropical diseases, and female genital cutting (FGC). We are a group of highly dedicated individuals who are proud to work through our programs and national health strategies to provide quality health services to the Malian people.

The role of PSI/Mali’s Program Management Unit (PMU) is to ensure that the Global Fund Malaria Grant objectives are achieved and project implementation is in compliance with donor rules and regulations including risk mitigation measures such as the application of a Limited Cash Policy (LCP). PSI/Mali PMU coordinates with PSI Mali functional departments and our four regional offices in Kayes, Segou, Sikasso and Mopti to coordinate and facilitate the execution of malaria control activities. In coordination with the PSI Mali Malaria Technical Department, PMU works to execute the National Malaria Control Program’s (NMCP) strategic plan for the prevention, diagnosis and treatment of malaria through health systems strengthening, monitoring and evaluation, cascade trainings, behavior change communication, quality assurance and distribution of health products (LLIN, ACT and SP+AQ).

PSI/Mali seeks experienced and dynamic candidates with an interest in contributing to the national goal of eradicating malaria, for the position of Temporary Director, Program Management Unit (PMU) in Mali. The Temporary PMU Director will be responsible for overseeing all aspects of project implementation (project work plan and deliverables, sub-granting and sub-recipient monitoring, financial and budget management, administration and reporting, logistics, and procurement) for Mali’s Global Fund Malaria Grant (54M Euros) that started on 01 January 2016 and runs through 31 December 2018 with likely follow on funding. This position is based in Bamako, Mali, and reports to the PSI Country Representative. In-country and/or international travel may be required.

Your contribution

The Temporary PMU Director is responsible for the full implementation of the GF Malaria Grant in Mali and for implementing appropriate risk mitigation measures appropriate for a challenging operating environment, working closely with the teams across Mali and in HQ to ensure full headquarters support and adequate oversight. These duties include but are not limited to the following:

• Achieve all project objectives and deliverables on time and on budget;
• Manage and mentor a team consisting of a PMU Deputy Director and other program, administrative and technical staff;
• In coordination with the Country Representative, effectively liaise with SR partners, the Country Coordinating Mechanism (CCM), Local Fund Agent (LFA), the GF in Geneva and appropriate PSI/Washington Departments including the Procurement, Finance, Contracts and Malaria and Child Survival Departments;
• Ensure compliance of all project reporting systems and procedures as per schedule and deadline and assist program staff as necessary to ensure report accuracy and understanding of GF rules and regulations in collaboration with the PSI Mali Director of Administration and Finance (DAF);
• Ensure sound financial management of the GF grant including programmatic budgeting and reprogramming of savings, PUDR and QFR submissions, quarterly spending projections, monthly spending reviews, and monitoring of payments and project cash position;
• Work with PSI Mali program and finance staff to administer SR contracts and monitor SR performance under a Limited Cash Policy (LCP), including the continued development of SR tracking and reporting systems for programmatic, administrative and financial operations;
• Design and implement SR capacity building activities based on routine SR assessments in order to improve the management and oversight ability of selected sub-recipients;
• In coordination with the Pharmacist, the PMU Deputy Director and PSI Washington’s Procurement Department, initiate and monitor all GF-related procurements to ensure that there is understanding of the logistical constraints, the timing, and the needed coordination with local officials, partners and staff;
• Oversee the implementation of measures to address relevant audit findings by the LFA and other external and internal audits;
• Assist the National Malaria Control Program to assure the project’s technical approach conforms to best practices for malaria control in the Mali context and is consistent with the national goal of the elimination of malaria in Mali;
• Fulfill other management functions as required by the Country Representative.

What are we looking for?

The basics

• Expertise in malaria prevention, diagnosis and treatment, and malaria eradication programming and project implementation, preferably in West Africa;
• Undergraduate degree required. Relevant post-graduate degree (MBA, MIA, MPA, MPH, etc.) or equivalent experience preferred;
• 6-8 years’ experience managing and leading cross-cultural teams, at least 2 years in a difficult environment with complex programs;
• Familiarity with Global Fund rules and regulations, previous experience implementing or backstopping a Global Fund project preferred;
• Proven experience developing and effectively managing government, other stakeholder and partner relationships;
• Extensive knowledge of PSI headquarters (rules, procedures, and processes) preferred;
• Financial management experience, including significant demonstrated experience in developing and monitoring budgets;
• Excellent diplomatic, presentation, interpersonal and oral/written communication skills;
• Fluency in French and English.
