Background
Mercy Corps is implementing a multi-year, conflict prevention and stability programme, known as Collective Resilience Against Extremism (CREATE), funded by the UK Foreign Commonwealth and Development Office (FCDO) through the Conflict, Stability and Security Fund (CSSF). The programme seeks to engage local and national governments and local civil society organisations and communities to mitigate conflict and instability in East Africa. This is to be achieved through support to policy initiatives, community engagement, and support to civil society organisations. The programme is being implemented by a consortium led by Mercy Corps Kenya across five countries, i.e. Kenya, Tanzania, Uganda, Ethiopia and Mozambique. Strategies are adapted to the context and opportunities in each country to advance research, policy formulation, legislation and field implementation of programme activities.
The goal of CREATE is to showcase how key stakeholders working to prevent and counter violent extremism (P/CVE) demonstrate improved capacities to discentivise or disrupt the recruitment or radicalisation of at-risk individuals in response to evidence generated by the programme. Further, it seeks to demonstrate the most effective means of preventing radicalisation and recruitment. CREATE seeks to achieve three outcomes:
Outcome 1: Targeted at-risk individuals in violent extremism hotspots and/or hotbeds, are less at risk of radicalisation and recruitment by violent extremist groups.
Outcome 2: Key non-state influencers and partners are better able to respond effectively to prevent or counter radicalisation and recruitment by violent extremist groups.
Outcome 3: Government actors have increased capabilities to constructively engage other stakeholders to prevent radicalisation and recruitment by violent extremist groups
In Tanzania, Mercy Corps is currently engaging with stakeholders under outcome 3 aiming to increase capability of government actors to constructively prevent radicalisation and recruitment by violent extremist groups. In doing this, Mercy Corps and the University of Dar Es Salaam, (UDSM) first intend to support the refinement and development of training manuals and guidelines to promote a right-based, whole of society approach to addressing VE. Mercy Corps and UDSM will support the training of Trainer of trainers (ToTs) from the national level on the usage of the manuals, guidelines, and their application. ToTs will later be used to cascade the knowledge gained to their fellow officials at the local level.
Purpose of the Consultancy
It is against this background that Mercy Corps Tanzania intends to recruit a consultant or team of consultants to support its program team and their UDSM partner to:
- Support Mercy Corps, UDSM and key stakeholders responsible with protection of children to design and develop a P/CVE annex to a training manual specifically targeting prevention of radicalisation and recruitment of children. This annex should aim to inform stakeholders who are dealing with children on VE concepts and methods of identification of radicalization and recruitment, understanding early warning signs for radicalization, and approaches to follow to refer children to get help.
- Support Mercy Corps and UDSM to develop a P/CVE training manual covering the aspects developed in the PVE annex for stakeholders dealing with children.
- Support Mercy Corps and UDSM to train national ToTs on the usage, applicability, and best practices for the developed manuals and guidelines. ToTs will later be used by Mercy Corps and UDSM to train stakeholders dealing with children at the community level during program implementation.
Technical scope and deliverables
The consultant’s technical scope of work will entail:
- Develop P/CVE Annex: the PVE annex should clearly speak out on PVE concepts (a whole of society and rights-based approach to P/CVE) and methods of identification of radicalization and recruitment, understanding early warning signs for radicalization, and approaches to follow to refer children to support as appropriate.
- Develop training manuals and guidelines: Based on the agreement during the inception phase, the consultant will develop a P/CVE training manual and guideline focused on prevention of radicalization of children.
- Training of ToTs: Upon finalizing the first deliverables, the consultant will support the training of ToTs from different key ministerial sectors responsible for dealing with children on how to use the manuals and guidelines. The training will also include a session on conflict sensitivity.
- Field work: The consultant will work remotely to support Mercy Corps Tanzania and UDSM and may be invited to come to Tanzania for the training of ToTs after approval from GoT.
Time Frame
The consultancy will be conducted over 25 working days, staggered over a month’s period, as proposed below:
Baseline Survey Activity & Proposed timeline
Familiarize with project documents and scope – 2 days
Development of PVE Annex for Children – 9 days
Develop training manuals – 10 days
Training of trainers – 4 days
Total days – 25 days
The consultancy will commence immediately upon signing of the contract.
Consultant Management
The consultant will report to CREATE’s Country Coordinator, and work closely with the Mercy Corps and UDSM team. The Country Coordinator will track progress of the various activities under the consultancy.
Confidentiality and Authorship
Ownership and copyright of all material, drafts and final products of the manual and guideline will be the sole and exclusive property of Mercy Corps. The consultant will submit all original documents, materials to Mercy Corps. Therefore, all the outputs of the consultancy will not be disseminated in part or whole without express authority from CREATE’s Team Leader. The consultant shall not produce information in these materials in any form (electronic, hard copies, etc.) to a third party without a written permission from CREATE’s Team Leader.
Administration and Payment arrangements
The consultant(s) will be responsible for their logistics including accommodation and per diem. Mercy Corps Tanzania can provide support in arranging logistics.
Applicants are therefore expected to submit their technical and financial proposals, inclusive of withholding tax, for the entire exercise. All withholding tax amounts will be deducted from the total amount at source (i.e. by Mercy Corps) as per the Government of Tanzania regulations. Payments to the consultant will be phased out based on delivery of the agreed products as follows:
Deliverable & Percentage payable
An inception report acceptable to Mercy Corps – 10%
Submission of the final drafts for the manual and guidelines – 50%
Training of the trainers – 40%
Required Skills, Experiences and Competences
Mercy Corps is looking for a consultant who has the following requirements:
- A PhD or a masters’ degree qualification from a recognised university in any of the following areas: sociology, peace studies, conflict resolution, peacebuilding, development studies or any other relevant field.
- Demonstrable experience in leading teams in developing curriculum and training for similar themed resilience programmes in Eastern Africa, Tanzania in particular.
- Must have a good understanding of fragility and resilience programmes. Preference will be given to those who have a good understanding of P/CVE programmes.
- Solid methodological and curriculum development skills, demonstrated through a list of manuals and guideline pieces and training.
- Excellent report writing skills, demonstrated by a list of published articles or reports.
- Excellent analytical, interpersonal, and communication skills.
- Proficiency in written and spoken English. Swahili is an added advantage.
- Ability to work collaboratively with multiple individuals and groups.
- Ability to train ToTs from different levels and on sensitivity matters.
- Ability to produce high quality work under tight timeframes
- Knowledge and experience of gender, child protection, human rights and conflict sensitive approaches.
- Knowledge and experience of children justice system and PVE.
- Experience in developing Community Rehabilitation programs for youth and children
- Preference will be given to those who have conducted similar assignments in Tanzania and the region.
