1.0 Background Information
1.1 About AAH-I
Action Africa Help International (AAH-I) is an international non-governmental organization that works with communities in Africa, particularly women, children and youth, to sustainably improve their quality of life. We have worked with communities (refugees, internally displaced people, host communities, pastoralists and people living in urban informal settlements) in the Horn of Africa, and East and Southern Africa.
With Country Programmes in South Sudan, Kenya, Somalia, Uganda, Zambia and recently in Ethiopia, AAH-I has over 30 years’ experience working with communities in development and in conflict and post conflict situations, including refugees, internally displaced people and host communities.

1.2 About AAH-I Somalia
AAH-I moved into Puntland in 1997 and worked with the Ministry of Health in the initial years laying the groundwork for an effective health system in Bari region despite on-going conflict and insecurity. Between 2002 and 2006, AAH Somalia implemented the European Commission-funded Integrated Basic Health Services project, which included providing integrated Primary Health Care services in 6 districts, rehabilitating and strengthening of Bosasso Hospital, 18 health posts, and 4 Maternal Child Health facilities.
AAH-I resumed its operation in Somalia in 2013 in Mogadishu. The organization is currently has 1 Project (Integrated community rehabilitation Programme) in Elwak. Initially AAH-I has also been implementing Education and logistic projects in Mogadishu as well as Livelihood/self-reliance and promoting social cohesion Projects in Hargeisa.
3.0 The purpose and objectives of evaluation
3.1 Purpose:
The purpose of the evaluation is to establish the extent to which the project’s objectives were achieved, assess and understand the project’s contribution to the wellbeing of vulnerable households targeted by the project, facilitate analysis of lessons learned (what went well and what did not go well), and make recommendations that will influence future interventions in Elwak and similar contexts.
This will be achieved through an external evaluation which will necessitate, the survey team to undertake a complete review and analysis of the program design document (Narrative Proposal) and its annexes including: budget, logframe, M&E plan, baseline report, outcome monitoring reports, quarterly progress reports, case studies and monitoring data.
7.0 The Consultant(s) being sought
AAH–I Somalia is seeking the services of a competent consultant to undertake this evaluation. The selected consultant in consultation with AAH-Somalia and other partnerswill be expected to develop an inception report including methodology, approaches, data collection tools, a work plan and budget to carry out the assignment. The consultant is expected to undertake the following:
- The successful consultant will conduct an in-depth desk review of project documents including the project proposal, project reports, tools and other relevant documents, the range of which shall be agreed upon with AAH-Somalia.
- Present an inception report with a clear evaluation design (project logic model, evaluation matrix, sampling method) and approach including a list of projects indicators to be measured based on the project performance monitoring plan.
- Develop and test data collection tools.
- Carry out training of data collectors (supervisors, interviewers, record reviewers) and pre-testing of data collection tools.
- Coordinate and supervise data collection using mobile data collection platforms.
- Carry out data analysis and development of evaluation draft report.
- Identify key informational gaps warranting further quantitative and/or qualitative research in line with the project objectives and provide the data to close such gaps.
- Circulate draft evaluation report for comments and debriefing of stakeholders.
- Submit the final end of project evaluation report to AAH-Somalia Country Program (3 bound hard copies for each report, 3 soft copies in flash drives and a complete data set and code book).
7.1 Competencies and skills of the consultants
The Consultant(s) must have personal and professional integrity, and be guided by propriety in the conduct of evaluations as per universally accepted standards. The consultant must be a qualified evaluation professional with at least 5 years of evaluation experience in the Horn of Africa, Somalia experience will be an added advantage. The team members should be experienced evaluation professionals with sound understanding of evaluation methodologies, especially as applied to humanitarian operations, have international experience with similar assignments in the region or countries of focus. The Consultant(s) should demonstrate knowledge and application of GIS and mobile data collection tools in evaluation. Teams with a blend of male and female members are preferred.
The consultant will also be expected to abide by all AAH-I policies including code of conduct at all times while conducting this assignment.
7.2 The role of AAH-I during evaluation
- Review all evaluation documents (inception report, plans / tools, reports) and approve them before use
- Provide security briefing to consultants and guide them during the field work
- Arrange key information interviews and focus-group discussions as per the evaluation plan
- Review all reports and provide feedback and approve before dissemination
- Liaise with local implementing partners on behalf of the consultant to plan data collection
- Certify the consultants work before final payment is effected.
8.0 Submission of technical and financial proposals
Interested consultants must include in their application a detailed technical and financial proposal with the following components:-
a) Technical
- Understanding and interpretation of the Terms of Reference (TOR)
- Methodology (evaluation design, tools and methods) and design to be used in undertaking the assignment
- Time and activity schedule
- Profile and capability statement of the Consultant(s) describing the technical capacity and experience in undertaking similar assignments in the Somalia context
- Names and Curriculum vitae of key personnel
- Photocopies of certificates issued for at least two recent (2017, 2018, 2019) evaluation assignments completed
- Samples of two most recent related evaluation works (and/or references for the same)
b) Financial
- Detailed costed proposal in US$ or equivalent in Kenya shillings for the consultancy.
9.0 Evaluation and award of Consultancy
The consultant will be selected using established AAH-I procurement protocols through a competitive selection process, ensuring transparency, impartiality and neutrality. In responding to this TOR, bidders should conduct themselves in a professional and honorable manner, and disclose any of their roles or relationships that may result in the potential conflict of interest in the conduct of the evaluation. AAH-I will evaluate the proposals and award the assignment based on technical and financial feasibility. AAH-I reserves the right to accept or reject any proposal received without giving reasons and is not bound to accept the lowest or the highest bidder.
