Terms of Reference for Operational Research on ‘Contribution of Improved Access to and Quality FP to Resilience Food Security”
Background
Amref Health Africa has been active in Ethiopia through Amref Flying Doctors since the 1960s. Our organization started implementing a diversified health projects portfolio focusing on Reproductive, Maternal, Neonatal, Child and Adolescent Health (RMNCAH), Water, Sanitation and Hygiene (WASH) and Communicable and Non-communicable diseases in collaboration with the Government of Ethiopia, international non-government organization and local stakeholders since 2002. Gender and health systems strengthening are cross-cutting, reflected throughout the organization’s health programming.
Amref Health Africa has projects in Addis Ababa, Afar, Amhara, Benishangul, Gambella, Oromia, Somali, SNNP regions and nationwide health systems strengthening interventions focusing the capacity building of the Health Extension Program. Due to our presence in the most developing and pastoralist regions of the country, our organization also engages in clinical outreach interventions and emergency programs including nutrition and resilience building of affected communities as the geographic areas we work in are prone to natural disasters such as flooding, drought and famine.
Amref supports the Government of Ethiopia’s Health Sector Transformation Plan (HSTP), ensuring health equity by serving women and children and reaching the most disadvantaged, inaccessible communities including Ethiopia’s pastoralists and semi-pastoralist communities. We also support the government to build resilient community through implementation of family planning (FP) interventions to address addressing population pressure.
Our programs are designed to support community level interventions while strengthening health systems at the regional and national levels, ensuring alignment with the government’s priorities and community needs.
Amref Health Africa in Ethiopia is currently leading Family Planning for resilience building (RESET plus) project implemented in 5 clusters: Wolayta and South Omo Zones in SNNP Region; Wag Himra Zones in Amahra Region; Bale and Borena Zones in Oromia Region.
All target areas, though presenting differences are all highly drought prone and food insecure. The woredas cover a mix of pastoral, agro-pastoral and purely agrarian livelihoods zones, most of which are heavily dependent on rainfall, which has proved to become more erratic and unpredictable in recent years.
The General Objective of the project
- Contribute to resilience building through decreased demographic pressure by means of increasing demand and providing quality service on consolidated FP practices in 5 EU RESET clusters.
The Specific Objectives of the project are:
- Increase awareness on the impact of demographic pressure on food security and livelihoods and the importance of SRH, especially FP among community members.
- Number of women, youth and adolescent boys and girls empowered to make informed SRH & FP decisions increased.
- Improved quality SRH/FP services, delivered to women, adolescents and youth.
- Strengthened/established multi-sector coordination for better access to quality SRH/FP services.
This operational research is undertaken as part of the RESET Plus: Family Planning for Resilience Building amongst youth and women in drought prone and chronically food insecure regions of Ethiopia project, funded by the European Union Trust Fund for Africa, and implemented by an NGO consortium of Amref Health Africa (lead), Save the Children, CARE and Women Empowerment Action.
Job Requirements
- The consulting firm should have minimum of 5 years of proven and strong research experience in areas of resilience in general and FP and food security in particular. The consultant should also have experience of developing models related to multi-sector coordination.
- Excellent writing and verbal communication skills in English; and knowledge of the research sites-RESET plus FP project intervention areas.
- The consultant is expected to bring research team members with excellent knowledge, experience, and gender mix in similar research areas; including experience in managing and analyzing both quantitative and qualitative research data.
- The consultant is expected to hire data collector team members with excellent knowledge of the research agenda, experience, considering gender, familiar with the data collection areas language, and have a minimum of first degree.
