Project Background / Description and Scope of Work

FilmAid Kenya in Kakuma is implementing community communication projects in Kakuma and Kalobeyei refugee camp and the host communities through the use of film shows with guided discussions on health, education and rights. Videos that have been produced in conjunction with the communities to address social issues with a view to dialogue and move communities to positive behavior adoption. The involvement of community influencers (spiritual leaders and other gate keepers) as well as correct targeting in programming that ensures no on s left behind (Inclusive of women, girls, people with disability) is a critical component of FilmAid work.

Programme Consultancy:

FilmAid Kenya wishes to engage the Host Community Engagement Consultant initially for a month to lead the implementation of Kenya Equity in Education II project that will deliver outreach in the Host Community within Kakuma and 13 village in Turkana West in the month of March 2020. The Consultant will be responsible for ensuring the implementation of the month of March works plan, facilitating dialogue session in Turkana using the three Social Behavior Change Communication films provided for this project, requirements for March 2020 including identifying and reporting anecdotes and recommending success stories to follow up on.

Expected Deliverables and Output:

The Consultant is expected to deliver successfully:

  1. Implementation of the approved March work plan for KEEP II project.
  2. Recommend villages outreach are to take place in collaboration with the Safety and Security Officer, Programme Officer and Windle International Kenya focal point.
  3. Facilitate all dialogue session for film-based workshops targeting the Turkana in the appropriate language and using the facilitation guides provided.
  4. Facilitate evening screening in the host community in collaboration with local leadership.
  5. Record data disaggregated by gender age and disability of beneficiaries interacting with FilmAid activities in English.
  6. Collect powerful quote/ anecdotes of how the outreaches are impacting the community.
  7. Record action photos to describe activities and the impact of outreach
  8. Provide weekly status report and monthly progress report using approved reporting templates.
  9. Demonstrated partnership and collaboration with relevant education partners, community leaders, education advocates just to mention a few.

Consultant’s Profile

Candidates who apply for this consultancy should ideally possess the following qualification:

  • Minimum Bachelor’s degree project management, media, social development or related field
  • Minimum two (2) years of progressively responsible professional work experience in an INGO project management.
  • Highly developed communication skills and excellent command of the English language, both written and spoken.
  • A Turkana Speaker.
  • Demonstrated knowledge of monitoring, evaluation, and learning.
  • Experiences in using participatory approaches to community development.
  • Experience working with refugees and host communities.

Timeframe

On-boarding of the Consultant by 2nd March, 2020 or earlier if possible. Outreach activities to take place between March 28 and April 3, 2020

Expected output

  1. Completed activities by April 3, 2020 as prescribed in the outreach work plan agreed upon.
  2. Four weekly status report.
  3. One progress report prepared .
  4. At least 2 impact statements (anecdotes. Quotes) reported each week from beneficiaries of the project.
  5. At least 2 action photos of high quality with captions reported with the weekly status reports.
  6. Data collection through FilmAid Kobo Collect platforms meet high integrity standards.
  7. Hight quality of facilitation demonstrated in the quality of questions, responses and linkages concluded with beneficiaries during outreach.
  8. Reported demonstrated engagement with relevant partners (leaders, Education officers, NGOs etc) clearly identifying how they were incorporated and supported FilmAid activities.
