TERMS OF REFERENCE
1. Introduction
The Aga Khan Foundation (AKF) is an agency of the Aga Khan Development Network (AKDN), a group of private not-for profit, non-denominational international development agencies, institutions and programmes that work primarily in the poorest parts of Africa and Asia to improve the quality of life of communities in remote and resource poor areas. In East Africa, AKF works with partners to improve the quality of life by promoting and developing innovative solutions to challenges of development in Kenya, Tanzania, and Uganda. Reflecting the complex and multi-faceted nature of development, AKF programmes in the region encompasses education, health, Early Childhood Development, Rural Development and Civil Society Strengthening. AKF is seeking a consultant work as part of a diverse team of ECD, Education, adult learning, and Civil Society specialists to design, pilot, iterate, and complete a capacity development package for Civil Society Organisations to integrate learning through play into their Early Childhood Care and Education (ECCE) programming.
2. Background
AKF, in partnership with a global consortium of private foundations, is co-launching Schools2030 a new, globally informed, locally rooted 10-year longitudinal learning improvement programme working with 1000 pioneering pre-primary, primary and secondary schools and youth organisations across 10 countries. Schools2030 is searching for positive deviance about ‘what works’ in equipping children and young people with the knowledge, skills, attitudes and values needed to successfully navigate uncertainty and become contributing members of society. In Tanzania, Schools2030 will work with 100 pioneering sites in Temeke, Dar es Salaam, and Lindi District Council, Lindi. The sites include 30 pre-primary schools, 30 primary schools, 30 secondary schools and 10 youth development partners/civil society organisation.
Due to COVID-19 the need to collect and analyse data remotely and develop rapid feedback loops has become increasingly important. This is also a critical component in the delivery of quality for Schools2030 to enable the pioneering schools to develop a deeper understanding of the performance of their solutions to more effectively iterate is critical. Finally, the system will enable AKF to effectively and more rapidly assess the quality of solutions and where support is needed, or which are developing into high potential solutions for impact and scale.
3. Consultant scope of work
It is expected for the consultant or organisation to:
- Develop a digital end-to-end gender responsive monitoring & evaluation solution to collect and analyse data from schools, teachers, learners, parents, and other education stakeholders for the Schools2030 project. This will include working with AKF and users to co-develop indicators, adapt existing M&E tools to the digital system, and develop new tools and solutions where needed
- Ensure the solution can manage data from end-to-end, enable remote data collection, maintain data at the highest level of data security, and enable rapid data analytics
- Develop data feedback loops that enable Schools2030 to effectively and efficiently enable schools, government, and communities to access, engage with, and use the data to benefit their work and as a social good
- Ensure the data platforms are aligned to existing Schools2030 and AKF data management processes and software
- Develop implementation strategy clearly articulating responsibilities
4. Key deliverables
- Draft M&E framework with all tools and materials needed to operationalise
- Develop draft digital M&E solution for testing with AKF and users (including the data feedback loops)
- Test digital M&E solution with intended user (AKF, teachers, parents etc.)
- Finalise the digital end-to-end M&E solution
- Final implementation strategy
5. Work Plan
Activity and Deadline
Submit plan end-to-end M&E solution development process – 7th August 2020
Submit draft digital M&E solution for testing with AKF and users (including the data feedback loops) – 28th August 2020
Submit draft of monitoring and evaluation indicators to AKF – 28th August 2020
Submit learning report from the test phase – 25th September 2020
Submit finalised end-to-end M&E solution – 16th October 2020
Submit final report and implementation strategy – 30th October 2020
6. Criteria for selection
All submissions will be assessed on the following criteria
- Technical proposal 40%
- Technical experience 30%
- Value for Money 30%
