BACKGROUND OF SAVE THE CHILDREN

Save the Children (SCI) is the world’s leading development and humanitarian agency for children and youth, with over 90 years of experience.  SCI is working in more than 120 countries and is internationally recognized for its capacity to mobilize communities, reach disadvantaged children and families, develop technical expertise, and foster effective communication between communities, local organizations, and governments in the development areas of health and nutrition, education, protection, food security and livelihoods, as well as in emergency humanitarian response. The United Nations (UN) Convention on the Rights of the Child underpins SCI’s work and approach.

Save the Children Canada (SCC) has more than 30 years of experience in successfully managing institutional grants.  It is one of 30 SCI members around the world that works in partnership to deliver child-focused programming globally. SCC’s office is based in Toronto, Ontario.

II.             BACKGROUND OF THE PROJECT

SCI’s Improving Nutritional Status of Pregnant & Lactating Women and Children In Rural Ethiopia (INSPIRE) is a four and a half year (January 21, 2016 – June 30, 2020) initiative funded by the Government of Canada’s Department of Global Affairs Canada (GAC). The project is aimed at reducing maternal and child malnutrition in rural Ethiopia. This CAD $29.9 million project is being implemented in 22 food insecure woredas spread out over three zones in Afar region and three zones in Amhara region where malnutrition rates exceed the national average.  The ultimate outcome of the project is to improve nutritional status of pregnant and lactating women (PLW) and girls and boys under five in targeted regions. SCI is being implementing an intervention using a multi-faceted approach focusing on diverse, nutrition-focused strategies to achieve its ultimate outcome.

The Project interventions are being implemented in the following woredas in Amhara and Afar National Regional States:

Afar Regional State: Dallol, Berahle, Ab Ala, Erebti, Dubti, Aysaita, Amibara, and Awash Fentale.

Amhara Regional State: Abergele, Dehana, Gazgibla, Lasta (Ayna), Gidan, Meket, Wadla, Gubalafto, Sayint, Mekdela, Tenta, Kutaber, Legehida, and Were Ilu.

The Project is being implemented through existing government systems and community structures/groups to systematically build capacity and responsiveness within permanent service delivery structures in the health and nutrition, agricultural as well as water and sanitation sectors targeted for support under the Government of Ethiopia (GOE)’s National Nutrition Program.  This allows for leveraging of resources and promotes sustainability by strengthening systems that are currently weak.  The Project specifically incorporates activities that reinforce health and agricultural extension system planning and management.

III.            THE EXPECTED RESULTS OF THE PROJECT

The Project targets the most-vulnerable children and pregnant and lactating women in a total of 22 food insecure woredas from three zones in the Afar and three zones in Amhara regions with malnutrition rates that exceed those of the national average.

IV.            PURPOSE OF THE GENDER ASSESSMENT

The Qualitative Gender Assessment will be carried out as part of the Midterm Evaluation assessment of the INSPIRE Project which to going on between October and February. The aim of the assessment is to explore the status/extent of the gender equality integration and the women empowerment activities of the project as well as to pin out the unintended outcomes of the project activities on gender relations.

V.                        OBJECTIVE OF THE GENDER ASSESSMENT

The Gender Assessment has the following key objectives:

  • To explore the extent/status of gender Equality integration and Women Empowerment activities of INSPIRE Project
  • To explore the unintended outcomes of the project activities on gender relations and women empowerment

VI.                        SCOPE OF WORK

The project is looking for resource persons that would transcribe and translate a Focus Group Discussion (FGD) data

  1. From Amharic to English
  2. From Afarigna to English

VII.                        DURATION OF THE TASK

Two weeks

VIII.                        Deliverables:

The resource person is required to submit a full transcript in English and in the local language (in a word document). The documents should be submitted both in computer written soft copy and hard copy.

IX.            RESPONSIBILITIES OF THE RESOURCE PERSONs

Transcribe FGD data

  • Transcribe all audio records in a local language (the interview language)
  • The transcription should be verbative (word by word)
  • The transcription should be conducted in a standard way. All the information in the audio file should be transcribed without losing its contextual and literal meaning.
  • Transcribed information that deviates from the original audio records will be unacceptable. If any discrepancy between the audio records and the transcripts found, the transcripts will be discarded and the resource person will conduct the transcription again.

 

Translate Transcripts to English

  • All transcripts should be translated to English and submitted to Save the children together with the transcripts in local language.
  • There should not be any discrepancy between the transcripts in the local language and the English transcripts.

X.            RESPONSIBILITIES OF SAVE THE CHILDREN

The SCI has the following specific responsibilities:

  • Facilitate agreements with the consultants through the SCI HRD;
  • Follow up the whole process of the translation and transcription.
  • Facilitate payments for the consultant as per the agreed and SC logistics unit/HRD and Finance disbursement policy.

XI.            BUDGET AND TERMS OF PAYMENT

The payment will be effected in accordance to SCI payment rules and regulations.

XII.            MODE OF APPLICATION

Applications with non-returnable copies of CVs, testimonials and at least 2 samples of previous work related to this assignment should be submitted on or before 21 of December, 2018.

XIII.  QUALIFICATIONS /CONSULTANTS CORE COMPETENCIES

The followings are list of minimum requirements that the consultants required to fulfil;

  • BSC or BA degree in Public Health, Nutrition, Demography, Sociology, Anthropology Agriculture or Food Security and Livelihood, Gender equality, WASH or environmental science, Social Science or other related fields.
  • Relevant professional experience in transcribing and translating qualitative data FGD from similar languages.
  • Excellent English oral and writing communication skills.
