Program Overview:

The five-year READ II project, funded by USAID, will boost the quality of literacy instruction and student support, reaching out to children at risk of failure and dropout caused by cognitive, emotional and physical effects of hunger, violence, and displacement. READ II seeks to better equip teachers with effective early grade reading instruction techniques and materials in seven mother-tongue languages and English, while simultaneously building a culture of reading in the school, home and community. The humanitarian needs in Tigray region are quickly escalating and bringing significant instability and vulnerability to the affected population. In response to the crisis, READ II will implement an integrated program that provides life-saving and sustainable activities to help meet the critical needs of the affected children and communities.

The ideal candidate will have excellent adaptive management skills to drive READ II’s flexible programming response to the crisis and coordinate and liaise with the multitude of other humanitarian actors present in the region to ensure the most efficient use of resources for the response.

Position Title: Tigray Response Lead (TRL)

Duty Station: READ II Tigray Regional Office (Mekele)

Reporting & Supervision:

The Tigray Response Lead (TRL) will report to the Regional Director and works closely with the Team Leader: At-Risk & Vulnerable St. & Crisis Modifier, in Addis Ababa office.

Position Summary:

  • Support the education in emergency (EiE) Technical Specialist to develop EiE rapid assessment tools, train READ II crisis response team and partners on the tools and organize assessments in the event of an emergency.
  • Provide day-to-day management of an early warning system to ensure the EiE Technical Specialist can rapidly respond to emergencies that impact education outcomes.
  • Support partners in the planning and implementation of EiE responses.
  • Provide day-to-day management of the M&E system to track beneficiary numbers and measure the impact of interventions.
  • Facilitate internal and external evaluation of emergency responses.
  • Participate in Cluster, Taskforce, and other coordination meetings related to emergency preparedness and response, including those focused on education; prepare meeting notes as required and share these with all concerned.
  • Prepare and update notes, weekly, monthly and quarter reports.
  • Other tasks as assigned.

Job Requirements

  • Master’s Degree in education, social sciences, humanitarian response or related pedagogically oriented field.
  • At least 10+ years of general experience and 6+ years of humanitarian aid experience applied in emergency/recovery response operations preferably in the area of education in emergency/recovery, refugee experience is more preferable.
  • Experience with Education in Emergencies (EiE) programming in Ethiopia.
  • Experience in emergency preparedness and response in Ethiopia.
  • Demonstrated experience with staff supervision, mentoring, and team building.
  • Fluency in English and local language (Tigrigna), verbal and written.
  • Good knowledge of the context of Tirgay and/or the region is an asset.
