Habitat for Humanity International (HFHI) is seeking a Global MEAL Manager to help lead the development and implementation of the Monitoring, Evaluation, Accountability, and Learning (MEAL) framework for Habitat for Humanity’s Terwilliger Center for Innovation in Shelter (TCIS). As part of the TCIS team, you will support global market systems programming to improve effectiveness and sustainability, ensure accountability to a variety of stakeholders, and grow a culture of learning and knowledge sharing. The Global MEAL Manager will further the mission and vision of Habitat for Humanity while contributing substantially to the Terwilliger Center’s evidence base and the development of a culture of learning and accountability based on adaptive MEAL practices within the Center’s impact investing, housing finance, innovation and entrepreneurship, and Shelter Venture Lab teams.
We are willing to consider candidates who are eligible to work in countries where HFHI can legally hire employees, including Jordan, Kenya, Slovakia, South Africa and the UK. This position will require up to 50% travel internationally.
ABOUT THE TERWILLIGER CENTER FOR INNOVATION IN SHELTER
Through the Terwilliger Center for Innovation in Shelter, Habitat for Humanity facilitates more efficient and inclusive housing market systems making affordable housing possible for millions more families.
Habitat for Humanity formally launched the Terwilliger Center for Innovation in Shelter at the historic Habitat III, which took place in Quito, Ecuador, in October 2016. The Terwilliger Center is one of Habitat’s key commitments toward the implementation of the United Nation’s member states’ New Urban Agenda.
The Terwilliger Center consolidates more than a decade of experience in developing market-based solutions for housing and the body of work resulting from these early efforts, formerly referred to as the Center for Innovation in Shelter and Finance. Through the Terwilliger Center, Habitat will accelerate and facilitate better functioning inclusive housing markets to enable more than 8 million people access to improved shelter solutions.
RESPONSIBILITIES:
*Support the global Terwilliger Center team in all MEAL-related processes, including but not limited to the analysis of systems, constraints, and root causes as well as the development of strategy and theories of change; the development of concept notes and proposals for funding; regular collection of data that will serve to evidence the processes of and results obtained from projects and programs; the systematic and regular analysis of and reflection on evidence generated by projects and programs; and the development of a culture of learning and adaptive management stemming from that evidence.
*Contribute to the development and implementation of MEAL practices and tools for programmatic teams under the direction of the TCIS Global MEAL Director and in collaboration with others.
*Regularly and proactively engage teams on MEAL needs at both the intervention and programmatic levels.
*Support teams with strategic planning processes, including the development of needs assessment research, the identification of constraints and root causes, and the creation of various types of theories of change.
*Develop and test valid, rigorous, and relevant data collection (monitoring) tools and processes in the face of dynamic, fast paced programmatic contexts.
*Support teams in regular reflections and learning.
*Support the development of MEAL capacities within the Center, particularly in the areas of data collection, data analysis, accountability, and reflective practice.
*Support or oversee the design, planning, and implementation of evaluations.
*Effectively synthesize and communicate monitoring and evaluation findings and other lessons learned with internal and external audiences while facilitating a culture of accountability and learning.
*Support TCIS in developing practices of accountability, including ensuring the participation of diverse stakeholders in intervention design, implementation, and assessment; avoiding extractive evidence-gathering processes; and ensuring a consideration of aspects related to transparency, safeguarding, and sustainability throughout the program and project cycle.
*Participate in relevant communities of practice and collaborate with counterparts within the Habitat network as required.
*Pursue continued capacity development on MEAL-related topics.
*Travel to program sites to provide the above-mentioned support.
REQUIREMENTS:
*Master’s degree, plus 5+ years of related experience or a lower degree with 10+ years of related experience. Related experience includes mixed methods research and evaluation approaches, including mobile data collection and remote data collection.
*Strong quantitative and/or qualitative data analysis skills and expertise.
*Experience with statistical software packages (e.g. Stata, SAS, SPSS or R) or qualitative data analysis software (e.g., MaxQDA, NVivo or AtlasTi).
*Strong critical thinking, problem-solving, and analytical skills.
*Strong facilitating and influencing skills.
*Comfortable working with diverse, multicultural teams in various geographic areas.
*Able to build and maintain strong, collaborative relationships in a federated network.

PREFERRED:
*Experience using innovative participatory approaches to evaluation and research.
*Knowledge of and experience with international development, market systems development, small and growing business development, and/or financial inclusion programming.
*Familiarity with the debates and publications that shape market-based development programming, particularly the DCED Standard.
*Experience providing capacity development workshops and training.
*Experience with culturally responsive approaches to evaluation.
*Experience working in and with teams from the Global South.
*Spanish language skills.
