CARE Somalia is seeking Expression of Interest from qualified Candidates for a national consultancy post of a child Psycho-Social Support and protection Trainer to support the implementation of an ECHO funded Education in Emergency Project, named; Emergency Education Support for Vulnerable Children in Somalia / Somaliland (ESVC). More specifically, the consultant will be responsible for the implementation of project Result 3 Component: Increased Safety of the learning environment for school children in Conflicts Prone / affected areas of Somalia.

The consultancy work will be 100 working days staggered through in three phases as outlined below. The successful candidate is expected to undertake a wide range of tasks related to the implementation of above stated result which would mainly include: conducting baseline assessment, development of trainings manuals and providing capacity building training for various groups of Education stakeholders on key areas of child protection and Psycho-social supports skills.

The consultancy work will cover around 88 schools in regions of Solo, Sanaa, Bari and Be nadir that currently benefits from the ESVC project

Job summary:

Reporting to the Programme Manager, the candidate will be responsible for the delivery of the project Result 3 Component stated above. He/she will work in close coordination with the other Emergency Programme teams including protection focal person, Gender specialist and project MEAL manager to ensure effective delivery of the result.

Key responsibilities

.

a) Phase 1: Baseline Assessment – 35 days

Conduct integrated baseline assessment that covers the following key areas which broadly defines the framework of safe learning environments for school children

· Safety of the schools / learning – map out the common hazards / risks faced by the project target schools in line with EIE cluster /Unicef school safety variables and analysis the impact of each in terms of undermining education access opportunities for children

· Child Protection – in line with INEE framework standards, map out the common hazards / risks faced by school children that could likely undermine the development wellbeing and education access opportunity for school children in project target schools

· Mapping out the availability of Psycho social support services (facilities) in the project target areas where children who require P.S.S services could be referred to access services (counselling /medical support)

b) Phase 2: Development of Training modules – 15 days

· Based on the findings of baseline assessment, develop training modules (contents) to train Ministry of Education officials, Teachers and school Care Takers (CEC, local leaders and security personnel) on broad areas of school safety, child protection/ rights and P.S.S support to enhance awareness and roles in providing safe learning environment for school children

c) Phase 3; Provision of Capacity building trainings on child Protection and P.S.S skills to Community Education stakeholder in Sool, Sanaag and Bari regions – 50 working days

· Conduct capacity building training on child Protection and P.S.S support to CARE and its project partner staffs

· conduct Capacity building training for Ministry of Education officials, Teachers and school Care Takers (CEC, local leaders and security personnel) on broad areas of school safety and child protection/ rights

· Provide specialized P.S.S case management / handlings training to selected number of school teachers and MoE officials (REO) to serve as P.S.S focal persons and ToTs for the schools and MoE office respectively

· Support the school management (Teachers +CECs) to develop school safety plans for their schools using knowledge gained from the training.

· In collaboration with project M&E focal person, develop tools for monitoring P.S.S Case management at school level

· In coordination with WASH team, support the development a CHAST based manual (child centred approach) to train school children on safe healthy hygiene sanitation

d) Deliverables

· Prepare/consolidate the baseline report to guide the result implementation

· Prepare / Consolidate the Trainings reports

· Prepare specific reports of lessons learnt on the result implementation

· Prepare power presentation on strategies of integrating child protection /rights and P.S.S responses in future Education in Emergency Projects

· Take the lead in collecting, analysing and reporting on relevant indicators achievements for donor reports under Result 3 of the project

· Review internal activities implementation progress and report success, achievement and challenges in relevant periodic progress reports / meetings.

Qualification and Experiences

· Post-graduate or graduate studies in clinical psychology or related topic

· Good technical knowledge on Child Protection and child rights issues in line with Unicef/INEE standards

· At least 3 years of experiences in psychological and psychotherapeutic interventions, specially working on MHPSS system development for client.

· At least 3 years of previous experiences in providing services to displaced populations, migrants, refugees or conflict affected populations

· Experience in capacity building activities and curriculum development is an advantage.
