Background

GBV in West Nile stands at 43.4%, compared to the national figure of 39.6%. Various sources have reported a significant increase in cases of SGBV since April 2020 especially attributed to Economic insecurity and poverty -related stress as well as quarantines and social isolation, Economic insecurity and poverty-related stress as well as quarantines and social isolation, Non-operational support services, and trivialization of GBV . COVID-19 has had significant impact on the informal sector of which women make up 85.6%. The reduced earnings that have been exacerbated by the government lockdown have and will continue to significantly the incidence of poverty rates among women who are primary care givers for their families. Women and girls with disability dace even more heightened risk during a pandemic like COVID-19 due to systemic barriers to equality and inclusion, limited visibility in disability and gender equality laws, policies, and practices. Women with disabilities are three times more likely to have unmet needs for health care; three times more likely to be illiterate; two times less likely to be employed

The Aga Khan foundation as part of its strategy seeks to minimise impact of COVID-19 on women and girls with disabilities through initiatives that will build their resilience and enhance their protection and participation within their communities.

Purpose of the training assignment

The purpose of the assignment is to provide Associations of women with disabilities and identified paralegals in the West Nile area with an integrated approach to capacity building that will enable a coherent implementable process for sexual and gender-based violence case management, in order to support survivors of sexual and gender-based violence in Arua, Yumbe, Moyo and Adjumani, as well

At the end of the training assignment, West Nile Women Association members should be equipped to successfully implement an SGBV case management model and referral system; and to train other members within their associations.

The consultant shall have the following primary responsibilities and key tasks:

The capacity building consultant is expected to conduct the following:

Assess the current approaches for conducting case management for GBV survivors and draft recommendations on appropriate support/trainings requirements.

• Review the current GBV case management model used by West Nile Women Associations, that focusses survivor centered approach to case handling ,both in crisis and ordinary situations , and develop additional necessary tools and a contextualized referral pathway.
• Develop an SGBV Case Management Toolkit
• Engage the association leaders during preparation of training schedules and planning for training sessions.
• Ensure proper documentation of all training sessions, including membership participation, feedback, post training analysis reports.
• Roll out of a ToT to ensure West Nile Women Association leaders in each of the 4 districts, have the capacities to deliver training to other association members and community-based paralegals

Expected outputs:

Deliverable 1: Once the contract is agreed, the training consultant will share a report with detailed capacity gaps, methodologies to address these gaps, and descriptions of the final deliverables to be provided.

Deliverable 2: SGBV Case management model and guidance document that clearly explains the approach and implementation guidance.

Deliverable 3: SGBV Case Management Toolkit which provide checklists, specialised referral procedures, first aid support guidance and data collection tools

Deliverable 4: SGBV Case Management training-of-trainers (ToT) curriculum and post-training report.

Timeframe:

4 months (August- November 2020)

Terms and Conditions:

The consultant will use her/his own office/resources/materials and computer in the execution of this assignment.

Supervision and Reporting: The consultant will be responsible to keep Aga-Khan Foundation abreast of progress through bi-monthly updates, as well as time sheets S/he will be supervised by the Project Manager, Civil Society.

Training Consultant Specifications:

The training consultant can be an organisation, or an individual based in the West Nile region, Uganda, and must be able to speak or outsource individuals who speak Lugbara and Madi.

The Consultant must inquire of the special needs of the training participants, in order to ensure full participation.
