Responsibilities

Dexis is seeking an experienced Transition Advisor (TA) to provide Long-Term Technical Assistance (LTTA) to the USAID/OTI Burkina Faso and Niger teams in the development, review, and oversight of their respective programs. The TA will be responsible for providing programmatic guidance, political analysis, and operational support to USAID/OTI and to OTI’ implementing partner’sprogram team as agreed with the implementers. The TA will play a key interlocutor role with USAID/OTI’s implementing partner, serving as needed as a liaison between the field and Washington, DC. The TA will also play an instrumental role in the activity development process and provide advice and analysis to USAID/OTI in the activity clearance process.

The TA will be based in Dori, Burkina Faso, with frequent travel to Ouagadougou, Ouahigouya, and Niger’s Tillaberi region. The start date for this position is on or about September 17, 2018.

Responsibilities

With guidance and instruction from the USAID/OTI Burkina Faso DCR, and in consultation with the USAID/OTI Niger DCR, or their designee(s), the TA’s responsibilities will include but not be limited to:

  • Assisting USAID/OTI Burkina Faso and Niger DCRs in the advising of monitoring and evaluation activities, including the work of local partners and grantees, to ensure quality programming in the field;
  • Conducting visits to partner field offices and activity and grant implementation sites, communicating with local beneficiaries, and assisting with coordination with other donors and implementers;
  • Providing guidance and input throughout the grant issuing process;
  • Advising the USAID/OTI CRs and DCRs on any programming issues and providing suggestions for improving program quality and impact;
  • Working closely with USAID/OTI staff to ensure that activities under development are consistent with USAID/OTI’s strategic objectives and responsive to emerging dynamics;
  • Assisting the USAID/OTI CRs and DCRs and the IP’s in supporting the design and updating of local strategies, designing and updating cross-program activities, providing first-level review of activity development submissions and modification requests, and participating in weekly concept calls, implementation meetings, and meetings with prospective partners;
  • Supporting the Sahel Development Initiative;
  • Assisting efforts to ensure effective learning, coordination, and collaboration across program field offices and country programs;
  • Participating in and supporting regional research, analysis, learning, and programming in coordination with USAID/OTI country programs and its Accra-based regional West Africa Office (WAO);
  • Providing situational awareness and contextual analysis through regular reporting on key political and conflict trends;
  • Producing written reports on activity implementation and program impact as requested by USAID/OTI;
  • Supporting USAID/OTI field staff in meeting USAID/OTI’s administrative requirements in close coordination with USAID/OTI;
  • In close coordination with USAID/OTI and the Implementors. assisting in mentoring and training locally hired Support Which Implements Fast Transitions (SWIFT) and International Organization for Migration (IOM) Implementing Partner staff members in the field;
  • Maintaining detailed records/files of program information;
  • Supporting effective programming by ensuring that activities are coordinated and integrated with other USG and donor programs as much as possible;
  • Serving in a liaising capacity between USAID/OTI, local partners, and key actors in USAID/OTI’s geographic focus areas in coordination with USAID/OTI implementors;
  • Supporting, as appropriate, regular communication and information sharing with other USAID or USG activity managers and partners, bilateral donors, UN Organizations, International Organizations, and indigenous and international NGOs to ensure visibility and synergy of USAID/OTI activities;
  • Communicating and briefing USAID/OTI, implementing partners and other USG actors as appropriate on program information and local developments; and
  • Performing other tasks or duties requested by the USAID/OTI DCRs or their designee(s).

Qualifications

  • A degree in a field related to supporting USAID/OTI’s goals and objectives in Burkina Faso and Niger is required; a master’s or advanced degree is preferred.
  • At least three (3) years of recent and relevant project management experience, which may include political analysis, community development, economic development, democracy and governance, international law, human rights activities, reconciliation and transitional justice, or other transition-related programming.
  • Six (6) months experience working in one or more countries undergoing political instability preferred.
  • Six (6) months of supervisory experience (including but not limited to mentoring and training staff) preferred.
  • French and English fluency required, local regional languages preferred.
  • Knowledge of Sahelian social and political structures at the national, regional, and local levels is desired.
  • Previous work experience with an USAID/OTI program preferred but not required.
  • Experience in countering violent extremism programming is desired but not required.
  • Previous experience with grants management is preferred.
  • Must be a highly motivated self-starter who can operate independently and work with a team structure with varied authorities and multiple lines of reporting in challenging environments. Strong political and conflict analysis skills, and the ability to think strategically in dynamically changing situations.
  • Excellent interpersonal and communications abilities.
  • Good working knowledge of Microsoft Office and Google Earth preferred.
