Public International Law & Policy Group Overview

The Public International Law & Policy Group, a Nobel Peace Prize nominee, is a non-profit organization that operates as a global, pro bono law firm providing free legal assistance to governments, sub-state entities and civil society groups engaged in negotiating and implementing peace agreements, drafting post-conflict constitutions, and establishing and operating transitional justice mechanisms. To facilitate the utilization of this legal assistance, PILPG also provides policy formulation advice and training on matters related to conflict resolution.
PILPG has advised over 30 governments, sub-state entities, and civil society organizations involved in the negotiation and implementation of peace agreements, post-conflict constitutions, and transitional justice mechanisms, including in Bosnia-Herzegovina, Burma, Egypt, Darfur, Georgia, Kenya, Kosovo, Iraq, Libya, Montenegro, Nepal, South Sudan, Sri Lanka, Syria, Tanzania, Uganda, and Yemen. PILPG has also provided legal assistance to every international criminal tribunal.

Program Overview

This program builds upon PILPG’s 14 years of experience working on issues of peace and justice in Sudan to support Sudanese stakeholders in the establishment and implementation of inclusive national, regional, and local transitional justice mechanisms that reflect international best practices and the diverse interests of the Sudanese people. The program will include the provision of legal support and mentorship to stakeholders engaged in designing and implementing transitional justice mechanisms throughout Sudan, including through sustained consultations, support to legal drafting, and capacity-building workshops. The program will also support the establishment of formalized mechanism for citizen participation and feedback on the design and implementation of transitional justice mechanisms, including the development and implementation of a public education and outreach campaign to improve stakeholder understanding and engagement. The program is designed to be responsive to the needs of the Sudanese people and will be closely coordinated with PILPG’s broader programming in support of peace negotiations and implementation of the Juba Peace Agreement as well as with the efforts of a broad diversity of donors, implementers, and Sudanese stakeholders.

Role of the In-Country Technical Advisor

PILPG is seeking a legal professional with a minimum of five years’ experience in transitional justice and civil society outreach and education. The In-Country Technical Advisor will serve on a part-time basis and will be based in Khartoum, Sudan with regular travel within Sudan.

The part-time In-Country Technical Advisor will coordinate closely with PILPG’s Washington, D.C. headquarters, and in particular with the Project Director and Program Manager, to provide sustained on-site support by regularly communicating with the stakeholders and beneficiaries and provide them with technical support; serving as a point of contact for stakeholders and beneficiaries; assisting in coordinating with other actors and organizations working on transitional justice matters in Sudan; maintaining open lines of communication with PILPG’s Washington, D.C. team, including the Project Director, Program Manager, and Executive Vice President; overseeing the logistical components of the capacity building workshops, drafting sessions, public education sessions, and town hall meetings; serving as a training and workshop facilitator, as needed; providing information to program participants related to per diem rates and travel regulations according to funder regulations; assisting the Project Director in responding to requests from the funder; and coordinating with PILPG’s Washington, D.C. office on issues related to program direction and strategy.

Qualifications

Candidates should be qualified legal professionals with at least five years’ experience in the field of transitional justice, or hold a Master’s degree in law and equivalent experience. Fluency in written and spoken English and Arabic, and knowledge of the Sudanese context is required. An outstanding candidate will have completed prior overseas fieldwork and will have experience working with donor governments and with civil society leaders.

Candidates should have the capacity to conduct research, edit, and draft work product and program materials; possess strong analytical and organizational skills; and have the ability to effectively manage multiple activities in a fast-paced, challenging overseas environment. Excellent candidates will also have prior experience in financial management and in editing the written work of others to ensure professional quality and suitability. They will be responsive self-starters with the ability to solve problems independently and work closely with multiple team members located across the globe.

Salary

3500 – 4500 USD / month commensurate with experience and time commitment
