Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Under the direct guidance of the PBF Pragramme Coordinator, and in collaboration with the relevant technical team the UN Volunteer Monitoring, Evaluation and Communication Specialist will:

  • Support development of an overall Programme M&E Framework/Strategy, ensuring that M&E systems are in place from the start of programming, so that quality data can be generated for management and accountability; this will include development of results monitoring frameworks, including establishing baselines (based on relevant situational, needs and conflict analysis), setting targets, developing indicators (qualitative and quantitative), identification of data sources and risks and assumptions, identifying staff responsible for monitoring and frequency of monitoring and means of verification and reporting tools; ensuring gender perspectives are integrated into all tasks.
  • Support programme teams with monitoring of ongoing PBF programme, including provision of technical support to the programme team in appropriate methods of data collection, ensuring gender-disaggregated data, information management systems, data processing and analysis.
  • Provide technical assistance to develop and implement effective monitoring mechanisms, including internal reporting within PBF programme; and support timely submission of quality reports.
  • Support timely reporting to donors and partners.
  • Evaluate results achieved by the PBF Programme against set targets; including gender targets, and track overall progress in achieving objectives in accordance with UN Evaluation Policy, Programme and Operations Policies and Procedures and Evaluation Norms and Standards.
  • Report to the PBF Programme Coordinator on findings and recommendations of evaluations.
  • Develop comprehensive and gender-responsive communication strategies (internal and external) and plans to promote peacebuilding programmes.
  • Support designing and development of gender-responsive communication tools and materials for effective communication and publications.
  • Reach and public engagement in advancing peacebuilding programmes across the media.
  • Ensures planning and design of gender-responsive internal and external strategies for communications and outreach focusing on achievement of the following results.
    • Drafting/editing of the peacebuilding programmes’ communication and outreach strategy based on the corporate communications strategy.
    • Analysis of requirements and synthesis of proposals on ways to integrate advocacy and communication strategies into all aspects of the peacebuilding progarmmes developments during programme formulations.
  • Any other related tasks as may be required or assigned by the supervisor.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

  • Build relationships with a wide range of Community-Based Organizations (CBOs) and Civil Society Organizations (CSOs) to support and/or participate in community-driven voluntary activities; explore opportunities to empower civil society in order to enhance their participation in humanitarian planning and implementation, and make their voices heard at strategic level;
  • Encourage, mobilize and support co-workers and fellow UN Volunteers to better understand the connections between the UNV programme’s engagement within UNDP and voluntary action;
  • Contribute articles/write-ups/stories on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Qualifications/Requirements

Required degree level: Master degree or equivalent

Education – Additional Comments:

  • Master’s Degree in social sciences, development, public, business administration, economics, management or other relevant field.

Required experience: 36 Months

Experience remark:

  • At least 3-5 years of relevant M&E experience in challenging/humanitarian environments.

Language skills:

  • English(Mandatory), Level – Fluent

Area of expertise details:

The incumbent must be a dynamic, multi-functional person, who supports PBF Programme with professionalism, dedication and client orientation, and who must be willing both to work on programmatic/substantive aspects and to provide operational/logistical services. The following skills are required:

  • Strong grasp of Monitoring and Evaluation policies and fundamental concepts of related disciplines.
  • Good knowledge of the UN system and functioning of key international donors in post-crisis and crisis settings.
  • In conflict/post-conflict situations: experience with conflict prevention, peacebuilding, reintegration and conflict-sensitive development; familiarity with Do No Harm principles and conflict sensitivity is imperative in these settings.
  • Demonstrable experience of good practice and results in gender-responsive M&E and programmes communications.
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel.
  • Excellent oral and written skills; excellent drafting, formulation, reporting skills.
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment.
  • Fluency in spoken and written English Language.
  • Have affinity with or interest in humanitarian action, post-conflict or natural disaster situations, volunteerism as a mechanism for durable development, and the UN System.
