Introduction

The Ayuda en Acción (AeA) Foundation is an international organization working in development and humanitarian work, side by side with local partners. Our Mission is to inspire to a world without poverty, exclusion and inequality. A world where people help each other and can develop their capacities, fully enjoy the human rights that correspond to them and participate through democratic channels in the resolutions that affect their lives to be the protagonists of their own development.
AeA has been in Uganda for over 20 years and is now in the process of establishing itself stronger, in order to expand impact by creating more partnerships and work projects implemented through partners as well as direct implementation.
Within the process of designing its national strategy and setting up the national programme, AeA is interested in carrying out a study on value chain opportunities in Adjumani District, in the West Nile sub region.
In this regard, AeA is requiring a consulting service to realize the aforementioned study and therefore invites the public or private entities or individual person to submit a proposal to carry out such a study. Objective of the consulting services
To analyses the opportunity of value chain development in Adjumani district and to prepare a project proposal.
Minimum outputs expected from the study:
a) Mapping the productions of current and potentiality of agriculture crops.
b) Forecasting for potentiality of production of major agriculture crops.
c) Mapping of existing agribusinesses/agro-enterprises including identification of potentiality of developing agro-enterprises/small scale agro- industries.
d) Marketing and value chain potentiality of different agriculture commodities and cash crops within and outside the concerned area.
e) Identify potential crops for the value chain and marketing strategies and outlets in the district or outside.
f) Mapping of capacity of the local people, institutions (project self-help groups, cooperatives) to deal with the agro-entrepreneurship development, agribusinesses and marketing potentiality of agriculture commodities from the project area, and identify key stakeholders to support.
g) Suggest good strategies/scheme to local cooperative and market center for production and marketing of agriculture crops in the concerned area

Key Deliverables

• Inception report including the proposed methodology and initial work plan (task, time schedule and milestones)
• Final study. The study will include in the annex all the research and data analysis tools (questionnaires, outlines of interviews, focus groups methodology, focus groups results, quantitative database, etc) .
• A full project proposal, including detailed strategy, beneficiaries, stakeholders, timeline and planned budget. The template will be discussed with AeA

Methodology
The consultant will propose its own methodology, however this should include whenever relevant — Primary and secondary data collection

• House hold Survey
• Focus Group discussions
• Key informant Interviews including meeting with officials of local government ( municipality and rural municipality)
  With the aim of creating capacity of the AeA staff in carrying out the assignment, the consultant should involve AeA local staff in key phases of the study (i.e. preparation of the methodology, carrying out surveys, data collection tools preparation and analyses, final project elaboration).

Time frame
2 months since the date of starting (tentatively beginning of December 2019).
