In order to timely make available wherever necessary to support finance operations for a limited period of time, the Roving Finance Manager will serve Country Offices (CO) in an equivalent role of Country Finance Manager or Emergency Finance Manager for major grants for 1 to 3 months for each posting, the time for the country to have on board a substantive Finance staff. S/He will use the regular Finance Manager Job description and any specific terms of references (TOR) or scope of work (SOW) developed for the assignment which must include the training of the substantive Finance Manager.

While not serving in country in the above roles, the Roving Finance Manager will work on regional special projects and other duties as assigned by the line manager. These duties include but are not limited  to  training materials  development,  participation in systems upgrade, improvement and testing, etc.

Financial measures or statistics relevant to post such as budget; list of direct and indirect reports

The post holder:

  • Is a member of the Regional Finance Team network
  • Manages budget of more or less$15 Million per year
  • Is a signatory to bank account
  • Approves financial transactions up to 200,000 Euro or as provided for in the prevailing financial authorization matrix
  • Ensures that donor reporting requirements and Plan reporting requirements are adhered to
  • Monitoring and reporting of PETAL (Promoting Enhanced Transparency, Accountability and Learning) actions
  • Will have primary responsibility in building the capacity of staff under his supervision.

Finance Manager’s role in the WACA Hub Regional Management Team :

  • Monitor the CO Implementation of PETAL actions
  • Report on the CO Implementation of PETAL actions on a quarterly basis

Finance Manager’s role in the CMT or Emergency Response Team (ERT):

•   Participate in CMT/ERT decision-making

•   Support the  CMT/ERT  to manage relationships  and processes relating  to partners  (NGOs and communities), including partner assessment

•   Take responsibility as part of the CMT/ERT for risk management processes in-country

Budgeting and planning is based on excellent and timely financial data

•  Communicate instructions and milestones for business planning, including long-term  planning, budgeting, quarterly forecasting and cash flow forecasting

•   Facilitate and coordinate business planning processes

•   Consolidate and review planning inputs

•   Support the Country Director (CD)/ERM to communicate business plans to the Regional Hub

(RH)

•   Support the CD/ERM to disseminate approved business plans

•  Organize and control   the annual   budget   and quarterly   reforecasting   processes including communicating instructions, meeting deadlines

•   Consolidate and review country operational budget

•   Ensure financial due diligence of partners is completed as part of partner assessment processes

Financial reporting and cash management is accurate and compliant with established policies and procedures

•   Updating of the financial authorization matrix and obtaining the approval of the Country Director at least annually and more frequently if required

•   Manage general ledger and cash management processes

•   Ensure Finance fulfills the agreed roles for payroll management

•   Monitor transactions to partners

•   Ensure compliance with local regulatory and tax legislation

    • Report program unit and country office results against budget, other key financial measures to the Country Management Team including advising on issues highlighted by the financials and recommendations to address these
