The Health Support Organisation (THESO) is a leading 501 (3) (C) registered South Sudanese based international nongovernmental, non-profit organisation dedicated to saving lives and relieving suffering in Low Middle Income Countries (LMICs). To establish well-performing sustainable health system, Education system, and WASH system in developing countries, THESO is working with governments, UN Agencies and other stakeholders to achieves resilience and sustained outcomes through continuous improvement of the four sectors of Health, Nutrition, Education, WASH and Research.

Context and Background

THESO has been working in South Sudan since mid 2008, and currently runs 4 field programme offices across Africa. However the current South Sudan country strategic plan (2021 – 2025) includes expansion of its programme to all states, deepen its working relationship with host government partners at all levels, develop a gradual exit strategy to allow the smooth transfer of specific facilities to government, and support affected people with emergency response, recovery and resilience programmes. The primary focus of THESO South Sudan programme is integrated healthcare, Education, WASH, and community based and health facilities-based management of malnutrition. The special emphasis is given to maternal and child health care services. Using our expertise, we support aid workers and strengthen existing services. We build resilience by helping societies at risk of future disasters, to be better prepared.

THESO is seeking to recruit a WASH Advisor for its South Sudan programme to be based in Juba.

Summary:

The WASH Advisor is responsible for overall program technical design, development, administration and implementation of THESO WASH portfolio in South Sudan. S/he will provide technical support to THESO’s South Sudan WASH team and have oversight of THESO’s multiple WASH projects. In addition, the WASH Advisor will be specifically focused to address water and sanitation needs in the communities in South Sudan and to assist in developing WASH programming in South Sudan. The WASH Advisor will play a key role in representing THESO at all WASH-related cluster meetings and with donors, and will liaise with various donors, local authorities, including liaison with the WASH committee, academics and UN agencies, as well as various NGO partners.

Main responsibilities include technical and policy leadership, program development and guidance, and senior-level liaison with WASH coordination bodies. Local Authorities and donors.

Essential Position Responsibilities and Duties:

· Manage the WASH current and future portfolio funded by multiple donors. Overall responsibility for WASH in South Sudan;

· Identify new program opportunities through rapid assessments and proposal development inputs and writing (emergency response and development);

  • Undertake and assist with assessment of local conditions resulting from emergency situations affecting Communities and vulnerable groups, including determination of priorities for interventions, preparation of project proposals for emergency assistance, and other related documentation as necessary.
  • Ensure collaboration and coordination with other THESO sector leads to ensure integrated program development and implementation.

· Provide technical advice to the Country Director on all WASH and Environmental Health issues.

· Provide project-level and field-level capacity in the sector for staff, communities and local Authorities.

· Build the capacity of THESO and THESO’s partner(s) staff in WASH program implementation.

· Develop concept notes and liaise with donors on technical aspects in consultation with the Country Director

· Provide technical oversight and support to the WASH team to ensure quality assurance and quality control of THESO/THESO’s partner(s) WASH projects/intervention in South Sudan, including needs assessment, Development of SoPs and protocols for emergency/development WASH intervention.

  • Contribute to monitoring, evaluating and documenting progress of program implementation against indicators to ensure SOPs and protocols are being followed.
  • Inform Country Director regarding activity progress and make recommendations for course corrections if necessary.

· Ensure Sphere and National standards are considered through the program cycle and are well documented.

  • Provide support to the hubs program focal points to generate and review WASH-related tendering documents, including creation of designs, BoQs, specifications and contracts as needed; and oversight of consultants and contractors to ensure performance and delivery according to Scope of Work
  • Provide overall direction focusing on program team to achieve agreed targets and long-term strategic objectives.
  • Maintain effective communication with donors and other organizations operating in South Sudan, for coordination and partnership opportunities.
  • Participate in NGO sector coordination groups and identify areas for coordination and collaboration.

Liaison

· Foster, develop and maintain strong partnership relationships and regular contact with national and international NGOs, UN agencies, Local Authorities, and other stakeholders working to serve as a network for obtaining and coordinating information and services to support services

· Represent THESO externally in the project areas as required, including but not limited to UN/NGO/donor meetings, working groups/clusters, joint agency assessments and task force meetings in the sector.

· Foster, develop and maintain partnership relationships with national partners and communities to assess the effectiveness of current projects and to identify possibilities for new projects

· Assist Country Director as needed

· Ensure that THESO policies and procedures are adhered to.

Human Resources

· Promote positive team environment between various ethnicities and local and expatriate staff.

· Facilitate dialog and group decision making to support an inclusive work environment, where appropriate.

· Ensure mentoring and coaching for performance is undertaken for WASH team. Support supervisors in the hubs in developing training goals and Career Path strategies for the WASH teams.

· Ensure staff are trained on and are applying the appropriate international standards.

· Supervise consultants and volunteers as required.

· Support in the recruitment process of new WASH staff.

Qualifications and Requirements:

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.

  • Master’s degree in a relevant field or Bachelor’s degree with commensurate work experience.
  • Minimum of 5 years professional experience in WASH sector including experience in leading emergency WASH response in a conflict setting with International NGOs.
  • Experience managing programs, including budget management required.
  • Excellent interpersonal, communication, public speaking, and strategic planning skills required.
  • English is required, with strong writing ability; Arabic abilities are not mandatory but would be an additional asset.
  • Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently.
  • Excellent time management skills and resourcefulness with strong attention to detail.
  • Ability to live and work from time-to-time in challenging conditions.

Formed in 2005, incorporated in 2008 by South Sudanese doctors to support the national efforts in addressing health challenges in South Sudan, THESO is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to implement evidence-based, culturally sensitive, innovative projects promoting health, according to perceived public health needs and priorities as understood through quality research. Several MDGs directly or indirectly concern health. Poor health reduces income and productivity, and undermines efforts to reduce poverty. Trends in South Sudan health indicators need to improve faster to achieve the MDG targets. THESO believes that effective and proven interventions exist. The challenge is how to apply them, to improve republic of South Sudan policies, institutions, financing, household practices; and service delivery; ease human resources and pharmaceutical market constraints; and strengthen core public health functions at county level. THESO is part of a growing consensus that stronger public health capacity in national health systems is indispensable for better health outcomes as its work focuses on strengthening republic of South Sudan health systems to improve millennium development goals 4, 5, 6 & 7 results for the poorest and most vulnerable.

By offering training and health care to local populations and medical assistance to people at high risk, and with the flexibility to respond rapidly to emergency situations, THESO rehabilitates devastated health care systems and helps bring them back to self-reliance.

Over the past four years, with funding from Common Humanitarian Fund (CHF), ICCO, KCB, WHO, WFP, UNICEF and OFDA, THESO has dramatically developed it technical competency and know-how for successful curative and preventive public health programming in South Sudan. To date, THESO has successfully absorbed over 2.7 million USD for the implementation of project activities in its project areas. With this, THESO has been able to support the Government of South Sudan Ministry of Health (MoH), to deliver basic package of health services to over 500,000 populations through 18 Primary Health Care Centres (PHCCs) and 18 Primary Health Care Units (PHCUs). This package consists of routine OPD and inpatient management of patients and clients, EPI, ANC, health education, HIV/AIDS counselling and testing, trainings, health facilities infrastructure, water and environmental sanitation, and needs assessments.

Status with Government of South Sudan

THESO renewed its Memorandum of Understanding with RSS Ministry of Health Head Quarters to support implementation of Public Health services in South Sudan. Currently we are supporting Guit and Pariang Counties (Unity State), Gogrial East and Tonj North Counties (Warrap State), Lainya County (Central Equatoria State), and Magwi County (Eastern Equatoria State) in implementing basic packages of health and nutrition services through two (3) PHCCs and () PHCUs in each county. With our long terms sustainable health programmes implementation, THESO is planning to establish a first modern medical school in republic of South Sudan and is ready to extend its services to any other location within South Sudan and internationally depending on availability of fund.

While needs are expected to remain high in some areas such as food security in 2014-2016, there are opportunities for innovative and more targeted approaches to strengthen livelihoods, and the resilience of families and communities. In the years ahead, the humanitarian community will expand the focus of its work to ensure that emergency aid helps break cycles of need caused by food insecurity, violence, flooding and disease outbreaks.
