Job Purpose

To implement activities at the field level that meet water, sanitation and hygiene needs for affected populations

Job Responsibilities

Technical

  • Take part in assessments for new locations and identifying key WASH priorities
  • Implement water supply and sanitation activities in defined locations
  • Ensure water supply is within required quality and quantity standards, manage water monitors and take remedial action where required
  • Ensure that sanitation provision (including latrines, bathing facilities and drainage) are within required quantity and quality standards.
  • Work with the PHP team to identify improvements to sanitation services and adapt constructions and planning as required
  • Work with community members on the construction of required facilities, supporting volunteers, daily workers and contractor staff with technical guidance
  • Ensure reporting and monitoring of activities according to work plans and activities indicators.
  • Coordinate activities with colleagues in other sectors (PHP, Protection and Gender) to ensure coherent approach to beneficiaries.
  • Together with the WaSH Officer be informed by community groups about local needs and conditions and influence community action plan development to promote sustainable WASH services
  • Ensure reporting and monitoring of activities according to work plan and activities indicators.
  • Participate in team meetings and other meetings as appropriate
  • Any other activities as per the request of the WaSH officer
  • Monitoring technical aspects of community lead latrines construction
  • Ensure solid waste management is in place in the community
  • In collaboration with PHP, conduct deep assessments to identify longer term activities
  • Work closely with partners and local actors toward a more sustainable systems

Management

  • Manage the work of contractors, daily workers and volunteers, taking responsibility for monitoring the quality of work and resolving issues (with support where required), and ensuring that the required paperwork is completed
  • Liaise with logistics and finance to ensure proper planning for equipment and materials required for water and sanitation work.

Other

  • Adherence to Oxfam’s principles and values as well as the promotion of gender justice and women’s rights.
  • Commitment to equity, diversity, gender, child safety and staff health and wellbeing principles.

Job Requirements

Education:

  • A relevant qualification in water or civil engineering is desirable but substantial practical experience could be considered in its place.
  • Fluency in Arabic and Spanish, speaking and writing
  • English and/or French would be an added advantage.

Experience:

  • Technical competencies in water supply and emergency sanitation is desirable but experience in other similar technical areas and willingness to learn could be considered in its place
  • Experience of working with NGOs in emergency response is highly desirable
