Mercy Corps’ key programming areas in response to Cyclone Idai in Manicaland include a combination of longer-term development and immediate humanitarian response programs in order to improve water service delivery and ensuring equitable access to Water, Sanitation and Hygiene services, in urban and rural areas. Corps plans to scale up and expand its humanitarian response to reach more beneficiaries with additional and varied assistance in a wider geographic area.

Mercy Corps is the Manicaland Provincial Focal Agency for WASH and is a member of ESAG (Emergency Strategic Advisory Group).Mercy Corps seeks a passionate leader for the position of WASH clusters Co-Coordinator for Manicaland Province. There are over 13 active WASH partners working across 6 Districts. With these increasing WASH activities needs, and given the current capacities of the Cluster Coordination team, continued surge support to consolidate WASH Cluster Coordination capacities is therefore critical to ensure a timely, quality and standard WASH response to the conflict affected population in Iraq

General Position Summary

The position is primarily required to strengthen and improve coordination of the WASH cluster responding to Cyclone Idai in Manicaland in both emergency and recovery programs. The incumbent will be supporting the regional teams to ensure that WASH cluster partners are delivering quality WASH services, inter cluster coordination group and government coordination mechanisms; facilitate timely WASH response to affected communities in Manicaland Province. The position will also lead on consolidating sector reports for relevant stakeholders and support knowledge management- documenting lessons learnt and best practices to improve quality and standard of WASH interventions. The incumbent would be based in Mutare but would also be expected spend a large proportion of his/her time travelling to affected districts as support is required. An important part of the role is taking part in donor missions and facilitating relevant engagements with key partners in the WASH cluster.

Essential Job Responsibilities

Coordination Support

  • Convene WASH Cluster meetings to ensure continued, effective engagement with inter cluster and government coordination structures and capacity is built to support preparation for and response to the WASH needs of communities;
  • Provide leadership and facilitate the processes that will ensure a well-coordinated, strategic, adequate, coherent, and effective response by participants at provincial level;
  • Build complementarity of partner actions: avoiding duplication and gaps;
  • Strengthen pre-existing sectoral coordination through increased predictability and accountability;
  • Effectively use and transfer information to, from and between cluster participants and other stakeholders;
  • Interacting with other clusters (including through inter-cluster coordination fora), humanitarian actors, government counterparts, and relevant authorities for operational planning, engagement and active contribution of operational partners.
  • Respond to the Cluster participants’ needs for information related to the WASH response within the province.
  • Help in identifying gaps related to the WASH response, related to the information that is provided from the province on this regard, and related to the coverage of Cluster activities in Manicaland.
  • Supporting the WASH cluster coordinators in ensuring that WASH partners are accountable to the affected population through effective and inclusive consultative and feedback mechanisms

Strategy Development

  • Include cross-cutting issues such as gender equality, age, psycho-social and environmental factors in all aspects of the response
  • The support the Cluster coordinators in revising/updating existing WASH cluster national standards and guidelines including SOPs and support in application and adherence of the WASH actors to them.
  • Work with governmental/local authorities and WASH partners to ensure application of consistent technical guidelines and standards.
  • As soon as appropriate, initiate preparatory work for the recovery phase and the handover of technical competencies to the early recovery cluster and national authorities.
  • Providing the necessary expertise to ensure that WASH operations are well devised at all stages of a response; assessments, design, developing strategies, indicators, standards, and field response monitoring, in order to have the most quality and immediate impact.

Needs assessment and analysis

  • Support the cluster coordinators in mapping various WASH related needs assessment planned or done including Multi cluster needs assessments and ensure WASH findings are refined.
  • Support in analysis to identify and address (emerging) gaps, obstacles, duplication, and cross-cutting issues.

Capacity Building Support

  • Promote and support training of WASH cluster partners.
  • Support efforts to strengthen the capacity of the national authorities.
  • Provide training and update cluster partners on the benefits and outcomes of incorporating better quality assurance mechanisms into programs and responses as required.

Security

  • Ensure compliance with security procedures and policies as determined by country leadership.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.

Organizational Learning

Success Factors

A successful WASH Cluster co-coordinator will work closely with all WASH Partners (Relevant government ministries,NGO’s, UN agencies) and donors to strengthen and improve coordination. S/He will work closely with technical working groups to ensure WASH partners are fully equipped with updated guidelines, technical notes and with required information. Successful candidates will have a strong commitment to teamwork and accountability, thrive in evolving and challenging environments, and make effective written and verbal communication a priority. S/He will have the ability to facilitate dialogue among a diverse group of individuals with various skill sets and working styles is essential.

Living Conditions / Environmental Conditions

This is an unaccompanied position. The position is based in Mutare and travel may be required up to 10% of the time to program areas within Manicaland province. Travel to field sites will be required where living conditions are clean and secure, but basic. Mobile phones and cellular service are widely available. Internet is available in all Mercy Corps offices. There are a number of health services available with evacuation options for serious illnesses. There is reasonable access to most consumer goods, although they can be expensive.

Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values at all times and in all in-country venues. Knowledge and Experience

  • Bachelor’s degree in Health Promotion or Education, Civil or Public Health Engineering, Public Health (MPH), Environmental Health or any related area. Master’s Degree preferred.
  • A minimum of 3-5 years of experience with either the UN and/or NGO.
  • Technical experience in the WASH sector and in the cluster approach;
  • Demonstrate personal and professional integrity in all interactions;
  • Be able to work with diverse stakeholders to develop consensus;
  • Know how to present ideas effectively and clearly while listening and acknowledging others’ perspectives and views;
  • Demonstrate an understanding of the international humanitarian response and coordination mechanisms, and humanitarian reform;
  • Have an understanding of humanitarian principles and how to apply these.
  • Able to clarify complex strategies for operational implementation;
  • Communicates, works and networks effectively
  • Demonstrates leadership where required
  • Builds and motivates the cluster coordination team at sub national level
  • Understanding and experience of Municipal Water and Sewage supply systems would be an advantage
  • Experience of responding in recovery phases of emergency
  • Experience of coordinating peers as well as managing a team;
  • Fluency in English (verbal and written) required, and a working knowledge of the local language preferred.
