OUR TEAM
Strive to reduce suffering of the conflict affected IDPs/Returnees/Host communities residing in collection center and in their original location as well as within host community in Gedeo – West Guji zone through addressing the emergency and early recovery WASH needs of the people in collaboration with all stakeholders.
Job Purpose
To Plan, implement, review and support the service delivery, inform the national WASH Cluster’s strategic decision making, plan and implement cluster strategies in the zone, monitor performance and progress and support Oxfam field team as part of OGB livelihood, resilience building and emergency preparedness / response / recovery programme in Guji/Gedeo Zone.

KEY RESPONSIBILITIES
Technical
- Organize zonal cluster coordination meeting;
- to address common challenges among WASH cluster partners and share the latest updates on WASH responses
- to share WASH responses gap for further strategic discussion and ensure appropriate information exchange among cluster partners
- to avoid duplication of WASH responses among partners and agree on action points of cluster members
- Initiate communication with Zonal and Woreda Government offices, such as water, health, education and other relevant offices
- Closely coordinate with other clusters, especially nutrition, health and education clusters
- Inform the PM, National and Regional WASH Cluster Coordination of cluster specific issues in the zone
- Supervise, manage and report Oxfam’s all WASH interventions in assigned geography and support the WASH team on project proposal preparation;
- Identify WASH response options against context, well informed by robust assessment / analysis, scenario and programme objectives, and provide guidance and support for appropriate response;
- Closely work and coordinate with livelihood team to ensure effective planning, implementation and monitoring of interventions through CFW and other relevant components
- Assist the WASH/PHE and PHP teams in analyzing field and secondary data, feeding the relevant information (clear choices of options, evidence-based advice and solutions) to the WASH
- Seek out and promote opportunities of increasing the effectiveness, efficiency and problem solving of the WASH activities, looking specifically at optional technological and other innovative opportunities;
- Participate on report writing (Monthly, quarterly and donor report writing)
- Undertake additional responsibilities including given by the PM and National WASH cluster coordinator.
- To work in developing concept note and proposal for additional needs identified as agreed with in the sector.
Leadership
- Lead the WASH team to ensure adherence to minimum standards of technical quality in all WASH related activities and interventions
- Under the strategic guidance of National and zonal cluster coordinators and PM the zonal WASH cluster co-coordinator will, ensure overall Emergency response and recovery programme components effective planning and implementation to Humanitarian Response in line with response strategy;
- Lead development of relevant monitoring tools and make sure that all partners submit inputs on monitoring tool
- Establish strong working relationships with all the cluster members in order to facilitate effective collaboration and communication
- Closely work and coordinate with PHP and PHE officers to ensure effective planning, implementation and monitoring of WASH interventions in an integrated manner
- Require making sound judgements regularly within agreed processes using technical knowledge, a good understanding of the team and the facilities of the team;
- Handle Meeting minutes of zonal WASH cluster coordination meetings and share to all relevant stakeholders and participants.
- Develop/set meeting agendas and share to stakeholders/partners
- SitRep or other relevant document upon request by Regional or National WASH Cluster
- Make sure that all planned Oxfam WASH activities are implemented on time with the required quality and standards.
- Provide at most WASH Cluster coordination in West Guji Zone is strengthened and lead the response and created strong coordination with other clusters
- The WASH cluster coordinator will have spent 70% of his/her time on cluster coordination and 30% on Oxfam programme implementation support.
- Support the PM in coordination with EOC, ICC and other external meeting
- Lead and carry out rapid gap assessment as agreed with the WASH cluster coordinator and WASH cluster partners.
Management
- Lead the development of standards with in national and sphere standard during emergency response among all WASH actors
- Liaise closely with the government, NGOs and UN on proper planning implementation and allocation of budget to the WASH emergency EFSVL and support department team throughout the planning, design and implementation stages of the WASH Programme.
- Assist the program manager and country WASH coordinator in developing new project proposals for fundraising
- Lead the cluster to develop contingency plans for any WASH related outbreaks based on baseline indicators.
- Close coordination with support functions (HR & Admin, Logistics, Finance) to ensure smooth support for the effective delivery of WASH emergency responses.
- Ensure that WASH Emergency response and recovery interventions work are carried out in a way that is sensitive to the IDP community needs and gender issues. In particular, to promote the full and equal participation of women in all aspect of the work and to ensure that All WASH partners programmes are an opportunity for community cohesion and harmony rather than division.
- Initiate concept note or proposal development for new intervention as agreed with the organization policies and guidelines.
- Ensure priority areas such as gender equality and HIV/AIDS mainstreaming are integrated into all WASH interventions
- Provide and co-ordinate the compilation of regular project reports where necessary, relating to progress made in both water, sanitation, with focus on objectives, obstacles and possible solutions, together with future plans and recommendations where necessary; and
- Following up with area managers that planned activities are implemented as per the activities schedules.
Other
- Required to adhere to Oxfam’s principles and valuesas well as the promotion of gender justice and women’s rights
- Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles
Job Requirements
Essential
- Advanced degree in relevant Engineering discipline, Public Health, Environmental Health and Social Sciences.
- Relevant minimum of 5 years of solid practical experience on WASH sector coordination and related activities.
- Demonstrated ability and experience in planning and implementing of both Emergency and recovery projects and leading coordination meetings.
- Demonstrated experience of working with UN clusters, government authorities and implementing I/NGO partners;
- Proven experience of project cycle management
- Proven experience of mentoring and capacity building of team / partners including training facilitation skills
- Knowledge of and commitment to humanitarian principles (NGO / Red cross code of conduct) and with Sphere humanitarian charter and minimum standards;
Desirable
- Experience of working with local partners including local authorities
- Experience in conflict-sensitive programming and the ability to influence and support colleagues in appreciating the importance of financial standards, procedures and controls;
- Excellent command of English language (speaking and writing),
- Excellent knowledge about importance of integrated approach (PHE / PHP / Livelihood) for drought and/or conflict risk management,
- Proven experience in gender analysis and integrating gender and diversity into programmes;
- Diplomacy and negotiation skills with internal and external audiences and confident representation skills
- Ability to work well under pressure and in response to changing needs;
- Excellent communication and cross-cultural management skills;
- Flexibility and ability to work under pressure and meeting deadlines in changing situations
- Experience of using different computer soft wares,
- Competent candidate having command over local language (Amharic / Afan Oromo) will be preferred
- This position is open to Ethiopian nationals only.
