GOAL is an international NGO based in Dublin, Ireland, and has been operational in Sierra Leone since 1998. Programmes are currently implemented in Freetown (Western Area), Kenema, , Bombali, Moyamba, Koinadugu and Kambia Districts. The GOAL Sierra Leone country programme contributes to poverty and vulnerability reduction and focuses on health, Water, Sanitation and hygiene (WASH) and Inclusion.

GOAL developed its approach to WASH interventions significantly in the years since the EVD outbreak was declared over, and has increasingly moved towards a market system approach. This has focussed on faecal sludge management in Freetown, in the urban context, and on sanitation marketing and operation and maintenance of rural water points in the rural areas. In addition, there is a large project in the rural areas focusing on increasing access to safe water sources and changing hygiene behaviours which is complemented by the systems approach programming. Current interventions are supported by DFID, BMGF (Bill and Melinda Gates Foundation), Irish Aid and Charity:water..

Internationally, GOAL has a Programme Quality Team, responsible for the technical and quality back stopping of GOAL’s global programming. The Quality Programme team members which support this position are: the Global WASH Advisor, the Markets Advisor and the Health Advisors, including Social and Behaviour Change technical support.

General Description of the Role / Summary of the Role / Overall Objective of the Position

The WASH Coordinator will have strategic oversight of GOAL’s WASH strategy and operations across all GOAL’s areas of operation in Sierra Leone. He/She will be expected to make specific technical and strategic recommendations to the Assistant Country Director – Programmes, and to advise the WASH Programme Managers and teams on implementation, capacity building and programme development. The position is based in Freetown with approximately 30% of time spent in Kenema.

The WASH Coordinator will provide leadership and strategic insight into GOAL’s Faecal Sludge Management, Rural Operation & Maintenance of water points and Sanitation Marketing programmes using a systems approach.

1. WASH programme design
2. Lead strategic design of all GOAL Sierra Leone country WASH programming using a systems approach. (Context analysis, design and adaptive management)
3. Focus on sustainable interventions which work with the permanent players i.e. community, government and the private sector.
4. Identify appropriate opportunities for public private partnerships.
5. Document, keep up to date and disseminate an overall WASH country programme strategy, in close coordination with the ACDP.
6. Remain up to date with changes and innovation in the global WASH sector and support team member’s continuous learning.
7. Fund raising
8. Map and identify appropriate fund raising opportunities to support the country WASH programme strategy, coordinating closely with the ACD-P and with support from the WASH Advisor.
9. Working with the Programme Development & Quality Manager, WASH Advisor and ACDP, design and development quality WASH proposals.
10. Engage with other key WASH partners in Sierra Leone and explore the potential for partnership and potential collaboration
11. WASH programme implementation
12. Using an adaptive management approach, support WASH teams to pilot, test and take successful WASH initiatives to scale.
13. Support and hold WASH Programme Managers accountable for programme implementation.
14. Lead teams to increase government’s (for example Freetown City Council, District Councils) regulatory role.
15. Lead teams to support social and behavioural change in targeted communities.
16. Lead teams to increase private sectors provision of goods and services.
17. Lead and support analysis of stakeholders (incentive / capacity)
18. Ensure all programme reporting is of high quality.
19. Support to the WASH Advisor and project managers to ensure all logistics, finance and human resources processes are followed in line with GOAL policy
20. Human resource management
21. Line management of the WASH Advisor, and oversight of the Freetown WASH team. Technical Line management of the Kenema WASH Programme Manager – ensuring that clear and measurable (SMART) performance management objectives are set and that they are measured regularly and in line with policy.
22. Identify and invest in creative WASH team members, through formal and informal training opportunities and through regular coaching and mentoring.
23. Build a senior WASH team that is incentivised according to delivery, creativity, innovation and accountability.
24. Lead by example both upward and downward accountability and comply with all of GOAL’s accountability policies.
25. Coordination
26. Support teams to effectively coordinate with key permanent players, external bodies and donors.
27. Build and maintain relationships with staff in Government Ministries and Institutions to ensure the smooth implementation and development of the WASH programme.
28. Link with appropriate professional networks at district, country and global levels to ensure that GOAL remains connected to current thinking and has an opportunity to influence others outside of the organisation.
29. Ensure that the WASH programme places a strong focus on business development, encourage facilitate and monitor these linkages
30. Ensure that GOAL Sierra Leone is professionally represented at WASH coordination meetings.
31. Take an active role in coordinating with larger players such as donors, The World Bank, AfDB, Freetown City council among others.
32. Monitoring, evaluation, accountability and learning
33. Work with the GOAL Sierra Leone MEAL department to ensure that appropriate systems are in place to monitor and measure all GOAL Sierra Leone WASH programming.
34. Provide proactive support on programme monitoring and development of appropriate monitoring frameworks and tools and assist with programme evaluations as required
35. Ensure monitoring of WASH programmes captures both programme quality and value for money.
36. Support WASH programme managers to ensure that programmes are set up in a way that maximises learning opportunities, and ensure that lessons learnt are fed back into the refinement and development of other programmes within the country and organisation through work with the M&E department, ACDP and Senior Management Team.
37. Regularly monitor monitoring data and manage programmes using an adaptive management approach.
38. Oversee the development of learning documents of high quality for internal and external audiences.
39. Lead the recording and disseminating appropriately, both what is working programmatically and what is not working to both internal and external stakeholders.

Person specification

Essential

• Relevant academic degree in a relevant area (postgraduate preferred)
• Significant professional experience in managing complex WASH programming in developing countries.
• Excellent communication and coordination skills and experience
• Excellent written English
• Strong programme management skills, including planning, grant and budget management
• Commitment to the principles of the Common Humanitarian Standards and experience incorporating safeguarding measures in to programming
• Willingness to manage adaptively
• Interest and understanding of market systems based approaches, sustainability and aiming for scale.

Desirable

• Previous experience in working with both public and private service providers (in the WASH sector preferred but not essential)
• Market system training and /or experience
• Strong knowledgeable of urban sanitation programming, including sanitation marketing
• Experience of implementing social marketing campaigns
• Experience in working with (or for) private sector companies

Our package includes a competitive salary, contribution towards rent, health and travel insurance and 20 days annual leave. Additional benefits are available after 12 months of service. Salary range for this role is € 40,000 to 48,000 depending on experience.
