Purpose of the job

Provide sectoral leadership in WASH programming to contribute to child well being. It will define the technical programs, standards for technical approaches and programs to enhance ministry performance aligned to global industry practice. The aim is also to work closely with Grant Acquisition Management Department to mobilize adequate resources for WASH. External engagement and strategic partnerships for advocacy, policy influence and resource development in the WASH sector are critical. The position will also coordinate thought leadership, evidence and learning on WASH within a multi sector collaborative approach to enhance child well being.

Major Activities

·         Ensure proper leadership and management in the WASH Division with strict adherence to World Vision personnel, financial and other applicable policies, strategy, guidelines, principles and core values
·         Monitor and explore potential funding sources for WASH, collaborate with the GAM Department in resource intelligence and lead development of winning concept notes and proposals with details analysis of the local context, policies and other multiple internal and external factors.
·         Ensure the implementations of all WASH programs of the organization are in compliance with their plan, requirements; standards work schedule, budget and quality to ensure proper accountability to donors, support offices, government and the benefiting community.
·         Ensure proper project/program assessment, design, monitoring and evaluation processes are employed in the division.
·         Coordinate the documentation, sharing and scaling up of promising practices; define and regularly update WASH related research priorities; engage research institutions and universities in mission critical research to solve key problems/issues identified in communities and lead design of the capacity building and learning opportunities of the WASH staff.
·         Engage in and ensure proper liaison and networking with government, NGOs, support offices, donors, WVE divisions and Program offices is on track and represent WVE WASH sector in high level meetings, global conferences and decision making forums.
·         Coordinate engagement and implement an engagement plan with key strategic WASH donors and key partners; establish and strengthen linkages and networks with leading institutions, government and other organizations to establish formal or informal partnerships; share WVE portfolio, results and proposals to external partners including donors, civil society organizations, academia and technical partners; support significant NO-level donor and technical partner engagements and represent WVE in global, regional and national WASH events, conferences, fora, seminars and technical working groups.
·         Engage in and ensure that appropriate human resource performance monitoring mechanisms with proper coaching and mentoring are practiced to enhance smooth staff relations and accountability.
·         Ensure proper utilization and integration of resources through close follow up with Associate director and finance and administration manager.

Job Requirements

Qualification required

M.Sc/B.Sc Degree in Water Resource Engineering, Hydro geology, Sanitary Engineering, Hydraulics and other related fields;

At least 15 years relevant experience in WASH in an international NGO or similar organization with minimum of 8 years leadership position;

Preferred Skills, knowledge and experience

  • Project management experience of WASH programming with a portfolio of at least $10m USD.
  • Strong adherence to World Vision values;
  • Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity and integrity;
  • Proven experience of managing donor(s) funded projects or programs;
  • Excellent track record of donor networking and liaison.
  • Proven knowledge of community development methodologies and the ability to work in a participative manner developing shared ownership and vision;
  • Appropriate skills and experience in the capacity building and training of staff and partners;
  • Experience in monitoring and evaluation
  • Excellent experience in proposal development, budget preparation and report writing;
  • Fluent in oral and written English

Work Environment

The position requires ability and willingness to travel domestically and internationally up to 35 % of the time.
