Background

Montrose has been contracted to support the Monitoring, Evidence Learning and Review (MELR) of the improving the quality, availability and accessibility of reproductive, maternal, new born and child health services in health outcomes for underfives, adolescents, pregnant women and mothers. The five-year programme is divided into two phases: Phase 1 is from October 2016 to September 2018, and Phase 2, from October 2018 to March 2021. DFID has been supporting the Saving Lives in Sierra Leone (SLiSL) programme since August 2016. During SLiSL Phase 1 (August 2016 September 2018), the programme procured a large amount of equipment and supported the construction and refurbishment of eight health centers and over 200 water and sanitation hygiene (WASH) facilities.

DFID is looking for short-term enumerators to collect data from select WASH facilities to understand how well they have been maintained, if they are being utilised to their full potential, whether it is reasonable to assume they are sustainable without further intervention and, whether the construction process made the best use of available resources.

The work at each facility will entail collecting data on:

  • The water supply, toilets/latrines/urinals, shower/bathing facilities, handwashing stations
  • Septic tanks, soak away pits, incinerators, autoclaves, ash pits, sharps pits, placenta pits
  • Waste collection bins and bin liners
  • Removal of waste through desludging
  • Availability of personal protective equipment for sanitation workers (i.e., boots, gloves, coats, etc)

Specific roles and responsibilities of the enumerator

The following tasks have been identified for this technical engagement:

  • Filling out a survey based on observations made during visits to the facility
  • An account of the quantity and quality of the water supply, toilets/latrines/urinals, shower/bathing facilities, handwashing stations, Septic tanks, soak away pits, incinerators, autoclaves, ash pits, sharps pits, placenta pit, waste collection bins, and bin liners
  • An account of who is cleaning the facility, who repairs the facility, and who oversees the facility.
  • An account of how often repairs have been done since the facility was built, or why repairs have not been done.
  • An account of the level of use including who uses the facility i.e., how many patients, staff, members of the community
  • Taking pictures of specific items that clearly illustrate the condition of the facility

  • Ability to enter data and review for accuracy
  • Access to transportation by motorbike or other means of getting to off-road locations
  • Proficient in Krio and one other language
