WASH in School Project Manager

Position Start Date: 1st of July 2018

Duration: 13 months

Location: Yei – South Sudan

Contractual conditions:

Expatriate contract under Swiss labour code 2’950 CHF (~2’550 €) < > 4’300 CHF (~3’700 €) net /month according to experience x 13, Holidays: 25 days per year. Local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.

Context:

The southern part of the Central Equatoria State, bordering the Democratic Republic of Congo and Uganda, has become a new State, with Yei as its capital since the territorial reform of October 2015. This new state, which covers 10 counties and has an estimated population of 788,610 people (2014) had been spared from the conflicts and experienced stability which had allowed the intervention of development partners.

The situation deteriorated in 2016, with tensions between the population and the newly deployed Sudan People’s Liberation Army soldiers, and then direct confrontations between the National Army and the SPLM – IO rebels in the whole Yei River State, subsequently to the most recent coup d’état in July 2016 in Juba.

Fighting, but also retaliation by armed groups on civilians, led to a massive flight of people to Uganda, the Democratic Republic of Congo and Juba. UNHCR registration figures showed that this crisis has created an influx of 303,434 new South Sudanese refugees in Uganda and 36,897 in the Democratic Republic of Congo, from 8 July 2016 to 13 Nov 2016.

An unknown number of displaced persons were reported to have fled to the bush and the town of Yei, emptied of approximately half of its original inhabitants (48 000 people, according to most recent HCR figures). Yei is now an enclave, controlled by SPLA elements but surrounded by rebels, where 100,000 are trapped (including 58,000 recent Internally Displaced Persons).

HRW documented numerous cases of arbitrary detention and torture of civilians (predominantly men) by government troops, targeted deadly attacks based on ethnicity, killing and rape of civilians by government soldiers and rebels as well as forced displacement and looting of homes and belongings by SPLA soldiers.

Following a request by HEKS in early October 2016, Tdh – Lausanne conducted a rapid needs assessment of the humanitarian situation in Yei in November 2016, which highlighted uncovered priority needs in the sectors of wash, livelihood and protection. The blockade of the city, insecurity on the supply routes, departure of economic operators and forced massive population movements no longer allow access to basic hygiene items or distribution of safe drinking water.

The proposed intervention, which includes protection, wash and livelihood activities, will usefully complement the existing response.

The wash intervention aim is to implement Wash in school project in 18 school with the Blue School concept.

Main responsibilities:

This position is a non-accompanied, non-family expatriate position.
S/he is based in Yei where the project is implemented.
S/he is responsible for supervising and training her/his field teams.
S/he ensures decisions and actions are taken in her/his area of intervention and deals with them independently on a daily basis in consultation with the sector coordinator and the Country Representative.
S/he ensures that the outcomes of the project(s) s/he is in charge of are achieved.
S/he also acts as the link/the synergy between the project for which s/he is authorized and the other projects developed within the delegation.
S/he builds up the expertise in her/his field of intervention.
If a sector coordinator is in office in his/her intervention country, s/he works very closely and in consultation with the coordinator and his/her counterpart project manager in another zone.
S/he collaborates and coordinates with the Wash Specialist and the thematic advisors at headquarters to develop and validate the thematic strategy in line with the Tdh strategic commitments, and conduct advocacy and strategic capitalization actions.
S/he collaborates with the other Tdh sectors.

Function details:

WASH Technology

  • Conduct technical and social feasibility studies
  • Devise estimated plans and cost estimates for the facilities according to the procedures
  • Define the thematic strategy by involving the thematic expert
  • Monitoring of project and thematic indicators
  • Comply with the Tdh WASH standards and the international standards (SPHERE, minimum standards etc.) and those of the country
  • Prepare an exit strategy (end of mission)
  • Train his/her team in the technical and methodological aspects
  • Validate the quality of the construction materials
  • Implement procedures for invitations to tender, specifications and technical clauses in collaboration with log and admin and in compliance with Tdh procedures
  • Train the partners in the management and maintenance of the facilities built to improve the lifespan of the facilities
  • Make sure technological solutions are proposed which are suitable for the capabilities of the beneficiary populations (take into account the disabled, elderly people and children, for example)
  • Check and monitor the Wash activities closely
  • Manage the partners, a local NGO
  • Be responsible for the implementation of action plans and budget monitoring
  • Adapt the Tdh tools in WASH and capitalize on experiences by sharing the tools developed in the field with the headquarters (thematic expert)
  • Follow the recommendations of the thematic expert / present arguments if not followed
  • Make sure that the referencing for Tdh facilities is registered in the national databases
  • Compile all the essential technical documents for the projects on a digital medium to be sent to his/her technical advisor (HQ)
  • Compile the photos of his/her project(s) to be sent to his/her technical advisor (HQ) during his/her debriefings / copies to the communications department
  • Validate his/her project leaders’ exchange of technical knowledge and send it to the headquarters (if no coordinator)
  • Take on the shared knowledge and integrate it into current and future projects (if no coordinator)
  • Write and submit a mission/handover report at the end of the mission using the Tdh format (copy to thematic advisor)

Reporting

  • Make sure that the referencing for Tdh facilities is registered in the national databases
  • Compile all the essential technical documents for the projects on a digital medium to be sent to his/her technical advisor (HQ)
  • Compile the photos of his/her project(s) to be sent to his/her technical advisor (HQ) during his/her debriefings / copies to the communications department
  • Validate his/her project leaders’ exchange of technical knowledge and send it to the headquarters (if no coordinator)
  • Take on the shared knowledge and integrate it into current and future projects (if no coordinator)
  • Write and submit a mission/handover report at the end of the mission using the Tdh format (copy to thematic advisor)

Partnership and Coordination

  • Initiate, develop and strengthen relationships and collaborations with state structures and relevant actors EHA at the region and district as at the community level
  • Strengthen and develop collaborations with UN organizations and international and national NGOs
  • Establish and maintain a local and regional exchange mechanism on issues EHA
  • Consult, cooperate and coordinate with officials of the Health and Protection Sectors of Tdh for the integrated operation of the activities and operational strategies under the program coordinator

Budget

  • Participate in drawing up project budgets in compliance with current standards with the local partner

Fundraising

  • Pass on to the Field Coordinator or Country director any useful information for canvassing sponsors
  • In collaboration with the delegate, contact and monitor the sponsors represented on site (on a technical basis; the Head of Delegation is responsible for sponsor relations) if no coordinator

Administration / logistics and recovery services

  • Participate in sponsors’ visits
  • Adhere to and enforce current administrative and logistical regulations and procedures
  • In consultation with the Head of Delegation or the thematic coordinator, participate in drawing up and presenting project proposals to sponsors
  • Evaluate future requirements and order the necessary equipment within the time frames
  • Ensure that equipment and other material resources available to the project are used wisely
  • Ensure quality and technical specifications of all WASH-specific supplies procured

Advocacy – Representation – Networking

  • Collaborate in developing advocacy in connection with the delegation’s missions, policy and strategies and thematic policies

Information / Publications / Communication / Reporting (EN)

  • Collaborate in the effort to publicize the delegation in collaboration with the Program
  • Management: Participate in and promote the development of external communication tools
  • Pass on any information about the project’s progress which is useful for media coverage to the Program Management
  • Produce periodic reports on activities within deadlines
  • Keep in regular contact with the coordinator or the Wash Expert at the headquarters regarding the status of the project’s activities
  • Communicate with the organization’s other employees on a regular basis
  • Contribute to the SITREPs in coordination with the coordinator or DP, produce them if these posts do not exist within the delegation

Project Cycle Management

  • Plan and draw up project proposals in consultation with the thematic advisor and Wash Specialist, including in particular the validation of the impact of the project, its consistency, coverage, efficiency and effectiveness, long-term viability and relevance/feasibility, and taking into account cross-cutting issues (gender, HIV, environment, etc) before submission to the Head of Delegation and the headquarters
  • Guarantee the quality of project reports (including the annual project reports)
  • Conduct regular field visits for supervision and assessments of the project’s progress
  • Involve an need assessment for further project (Unity)

Profile:

Knowledge

  • Strong background on community development
  • At least 3 years’ technical experience with WASH infrastructure
  • Previous experience with an NGO is appreciated
  • Previous experience in emergency response is appreciated

Skills

  • Required qualities: organized, sense of human relations, diplomacy, communication skills, capacity to work under pressure and on tight deadlines
  • Desirable: proactive, autonomous, rigorous, analytical, willingness and motivation to work in an international and intercultural context, able to provide constructive critique and evaluation

Languages
