The Job:

Position Overview

The purpose of the WASH Infrastructure Officer position is to contribute to design and implementation of Splash Ethiopia’s WASH in School for Everyone (WISE) Project. The WASH Infrastructure Officer works closely with members of the WASH Infrastructure team of Splash International Ethiopia Country Office in the planning, implementing, monitoring, and reporting of school WASH interventions including the installation of such facilities, filters, drinking/handwashing stations, pumps, and accessories, sanitation facilities (toilets). This will necessitate conducting school WASH infrastructure needs assessment, undertake structural analysis of new and rehabilitating existing WASH infrastructures, carrying out the measurement of WASH facilities plans, preparation of BoQs and specifications, and the supervision and quality assurance during implementation.

The WASH Officer will report to the WASH Infrastructure Manager and works closely with other WASH Infrastructure team members.

Duties and Responsibilities:

  • Works on the school WASH infrastructure needs assessment and the preparations of intervention plans, BoQs and specification, drawings/designs, take-off measurement, cost estimations, bid documents, and payment certificates.
  • undertake structural analysis (pressures, loads and stresses) for new and rehab WASH infrastructures (including new/existing toilet blocks)
  • Liaise with professional staffs (water/civil engineers, consultants) of partner organizations (BoC, OoC, BoE, AWSSA) and resolve design, specification or construction issues related to the sanitation facilities or water works components.
  • Work under close supervision of the WASH Infrastructure Manager to do site customization/adaptation of Stantec Toile Block designs and other WASH facilities.
  • Monitor and inspect all work undertaken by contractors to ensure structural soundness.
  • Inspect soil properties to evaluate the conditions and foundations of WASH infrastructures.
  • In conjunction with the WASH Infrastructure team, conducts regular monitoring and supervision of school WASH infrastructure activities per Splash standards – for timely execution, monitoring, reporting, and quality assurance of construction activities.
  • Maintain up-to-date records of the installations of the WASH infrastructures activities in splash monitoring tool/system (salesforces)
  • Facilitate technical training on O & M of the WASH infrastructures based on Splash standard training materials.
  • Prepare site monitoring scheduling and deliveries monthly plan, progress highlights, reports, and monitor contractors’ team safety precautions and quality standards.
  • Ensure the construction tasks and activities are running smoothly, and structures are completed within in the allotted time/ schedule, and required safety protocol
  • Follow up project implementation activities in line with WASH team implementation plan and approaches.
  • Collect reports and documents as well as share all data related to the progress of project implementation.
  • Carry out other activities as instructed by the WASH Infrastructure Manager and other relevant senior staff.

Reports To: WASH Infrastructure Manager – the reporting line may change in the future.

Job Requirements

Education/Knowledge/Experience/Skills:

  • BSc/MSc in Civil Engineering/Water Resources Engineering or Construction Management Technology with a minimum of 5 year’s experiences as a Structural Engineer (essential)
  • Experience in undertaking technical site investigations while planning, developing BoQ and specification
  • Experience on undertaking structural Analysis for WASH facilities including Water Towers, Toilets foundation, beam and columns, water Reservoirs
  • Experience in determining the strength of construction materials and select appropriately for the desired structure quality
  • Providing technical advice on safe designs and construction
  • Ability to use computer aided design technologies for simulation purposes such as SAP 2000, ETAB, STAAD PRO, and SAFE etc.
  • Literacy in Microsoft Office (required), AutoCAD, and other relevant Project Management software and methodologies like ArchiCAD, MS project, GPS mapping software is added advantage (preferred).
  • Computer skills (particularly Office package), Database management – Software for water -supply networks designing such as EPANET and WaterCad
  • Ability to collaborate effectively with senior staff and peers, local partners (contractors, government partners, schools, and vendors)
  • Ability led and working in team, and willing to assume working at reasonable risk and level of dedication
  • Ability to predict and assessing and minimizing risk at any time
  • Good report writing skill/experience, and good command of English.
