THE JOB

Position Overview:

 Splash International is committed to supporting the ongoing functionality of the WASH infrastructure that we install at schools by providing technical support for a period of time after installation is complete. The WASH Infrastructure O & M Officer will be responsible for helping Splash develop and execute plans that ensure every school (including school management and other relevant stakeholders) is trained on proper O & M, receives proactive, routine maintenance at regular intervals, and receives reactive maintenance in a timely manner when issues arise. The technologies that the team member will oversee include water filtration systems, pumps and associated accessories, drinking water/handwashing stations, water storage tanks/reservoirs, toilets, septic tanks, pipes and fittings, solid and liquid waste management, and drainage systems. This team member is also responsible for collecting implementation data related to O & M and entering it into Splash’s Salesforce database.

 The WASH Infrastructure O & M Officer will report to the Senior WASH Infrastructure Manager and work closely with other WASH Infrastructure team members.

 Duties and Responsibilities:

  • Provide training and orientation to school management and technical staff on O & M and basic troubleshooting of WASH infrastructure, including water filtration systems, pumps and associated accessories, drinking water/handwashing stations, water storage tanks/reservoirs, toilets, septic tanks, pipes and fittings, solid and liquid waste management, and drainage systems.
  • Conduct and facilitate preventive periodic and corrective maintenance.
  • Respond to emergency calls from schools when issues arise and resolve issues in a timely manner.
  • Maintain up-to-date records of O & M activities in Splash’s Salesforce database.
  • Ensure operations and maintenance are conducted in compliance with environmental health and safety standards and the quality standards established by government and Splash. Ensure compliance with prescribed operating and safety standards.
  • Compile and enter data for daily operational reports, inventory control, and implementation data reporting.
  • Support sustainability-focused capacity building plan preparation and implementation for schools, woreda education offices, and woreda Health Extension Workers.

  • Addis Ababa Senior WASH Infrastructure Manager

Compensation and Benefits:

  • Annual salary for this position will be established at time of hire and will be reviewed at least annually.

Job Requirements

Education and Other First-Level Required Knowledge, Skills, and Experience:

  • BSc in Electrical/Electromechanical/Mechanical or Water Resources Engineering, plus a minimum of five years of relevant work experience.
  • Ability to develop realistic plans and collaborate effectively with senior staff, peers, and local partners (contractors, government partners, schools, and vendors).
  • Experience using electronic data input and analysis tools, including Microsoft Office Suite (Word, Excel, Outlook).
  • Experience using project O & M management processes and tools.
  • Strong written and spoken English skills and demonstrated report writing experience.

Second Level Required Knowledge, Skills, and Experience:

  • Experience with standard process controls and operational practices associated with filter systems, pumps, drinking/handwashing stations, toilets, septic tanks, solid/liquid waste, sludge management, water tanks/reservoirs, pipes and fittings.
  • Understanding of occupational hazards and safety precautions applicable to O & M procedures.
  • Understanding of methods, practices, tools, and materials used in installing/servicing or O & M of water filter systems, pumps, and drinking water/handwashing stations.
  • Experience using and caring for tools and equipment (from common hand tools to specialized tools) used for O & M activities. Includes adjusting, aligning, and lubricating tools used for O & M in compliance with preventative maintenance procedures.
  • Experience reading and interpreting gauges, meters, and other recording devices to analyze data and initiate process changes.
  • Experience monitoring, troubleshooting, and repairing water infrastructure.
