Dimensions of Role:

Financial measures or statistics relevant to post such as budget; list of direct and indirect reports

  • Manage and lead in the implementation of WASH Intervention of the Cyclone Idai and implement community based activities of Plan Mozambique in the affected population
  • Provide technical support on water restoration points and hygiene promotion to the affected communinties.
  • Represent Plan in different occasions including but not limited to WASH Cluster meeting, TWGs, meetings and coordination with local governments, Community Chiefs and other actors as necessary

  •  Ensure all WASH operations have a clear focus on addressing the specific needs of young girls, adolescent girls and young women.
  • Oversight of assessments as required, in line with Plan International’s standard tools.
  • Support the development of WASH related funding submissions
  • Ensure emergency WASH activities are carried out in accordance with SPHERE and CHS
  • Represent Plan International with key external stakeholders (Government, Donors, UN agencies, and peers)
  • Actively participate in the WASH cluster and related working groups ensuring regular input to the 3Ws
  • Support the development of staff capability on WASH interventions
  • Oversee the development of report submissions, and subsequent donor reporting and provide timely quality reports on activities carried out at covered municipalities
  • Provide basic knowledge of water supply and sanitation to Local Partners as guidance in the social preparation of the community
  • Help gather data for report preparation of Local Partners
  • Under the guidance of Emergency Response Manager (ERM) prepare detailed basic construction drawing including modification for field work guidance. Preparation of PoWs, Designs, Estimates, BoQs and implementation plan.
  • Identify and document good practices, lessons learned to share with colleagues from other areas, management and other related parties.

  • The post-holder will need to have the ability to find construction malpractices and the basic solutions that may emerge during implementation; mobilize local practices and reinforce with standard system to advance community learning in the project

Communications and Working Relationships:

Working contacts inside and outside the organization; include the purpose and level (high, medium, low) of the contact

Internal – high

  • Regular contact with ERM and regular support to Local Communities in field
  • Low frequency contact with finance, human resource team.

External– who what and why

  • Regular contact with District level counterparts, community leaders, local government partners, volunteers, community members, children  and their families

Knowledge, Skills, Behaviors, and Experience Required to Achieve Role’s Objectives:

Gained through education, training, & experience

 Essentials

  • Degree in civil engineering or related course with/or equivalent construction practice.
  • Minimum three years of work experience in field of construction in the sector of community development.
  • Knowledge and skills in designing urban and rural water supply facility and delivering technical trainings in the management, operation &maintenance of water supply facility
  • Knowledge and experience in Sanitation designs both in emergency and development, urban and rural setting; Previous exposure to CLTS utilising low cost toilet design options is an advantage
  • Knowledge of Sphere standard and related government building construction codes
  • Knowledge of community mobilization; working with government, and other stakeholders
  • Knowledge of WASH in emergencies and the Cluster approach
  • Knowledge of gender sensitive designs and Needs of Vulnerable population, especially young children and elderly

Desirable

  • Ability understand and speak local language; familiar with municipalities in region VIII.
  • Excellent interpersonal, influencing and negotiation skills.
  • Excellent communication skills oral and written.
  • Ability to work with hygiene promotion counterparts
  • Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions

Physical Environment and Demands:

May be “typical office environment”; note if heavy lifting, climbing, excess travel, etc.

  • Spends most of the time with Local Partners (80%)
  • Exposed to varied weather conditions during fieldwork, to areas with contagious and communicable diseases.
  • May be required to work during nighttime, weekends and holidays in order to ensure timely delivery, especially during emergencies within the bounds of laws and regulations

Plan International is an international organisation or development which works in 51 countries across Africa, the Americas, and Asia to promote the safeguarding of children.It is a nonprofit organisation and is one of the world's largest organisations based on children, it works in 58,000 communities with the help of volunteers to improve how 56 million children live. The charity also has 21 national organisations who have been given the responsibility to oversee the raising of funds and awareness in their individual countries.

Plan International was founded during the Spanish Civil War by British journalist John Langdon-Davies and aid worker Eric Muggeridge. When they witnessed the conflict change the lives of children, they founded ‘Foster Parents Plan for Children in Spain’, which would later change its name to Plan International. Set up in 1937, the organisation provided food, shelter and clothing to children whose lives had been destroyed by the war.
