We’re looking for an experienced WASH & Shelter Program Development Manager to join our dynamic team in Mali, to further develop and strengthen the Country Wash and Shelter program.
Mali is experiencing a deterioration of the security situation, increasing humanitarian needs, and displacements due to conflict. NRC has operated in Mali since 2013, with programs in Gao, Menaka, Timbuktu, Mopti, and Kidal, and a team of over 300 dedicated humanitarian workers.

Through our Country program operation, NRC strives to meet the basic needs of millions of people affected by violence and displacement. We provide Education, Wash & Shelter, Food Security, and give people Legal Assistance. We also have a dedicated Emergency Response Mechanism.

The Shelter & WASH program has mainly been supporting the Education and RRM programs with infrastructure (incl. latrines), but NRC Mali would like to further develop the program. Given this fact, NRC Mali sees the need to assess the current status of the WASH and Shelter program with a focus on program strategy and funding opportunities.

Reporting to the Area Manager in center Mali, you will assume the overall responsibility for designing, developing, and implementing the Wash and Shelter program in Mali.
You will work closely and in a matrix structure with the Head of program, the core competencies program development managers, Area Manager north as well as the support unit in the country office and Area offices.

Duties and responsibilities

  • Develop Wash and shelter strategy, technical SOPs/guidelines, and Macro LFAs
  • Compliance and adherence to NRC policies, CC tools, handbooks, and guidelines
  • Responsible for development and manage funding proposal, project budgets, and donor reports
  • Coordinate and manage WASH/Shelter project implementation (activities, budget, and project documentation) in line with proposals, strategies, and donor requirements.
  • Follow-up and adapt the country COVID-19 response plan including IPC measures, distribution, assessment, communication, coordination, reporting;
  • Follow up on compliance with contractual commitments within the WASH/Shelter program,
  • ensure high technical quality and synergies in project implementation.
  • Liaison and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Manage WASH/shelter team in Mali and promote staff development opportunities;
  • Support the consideration and inclusion of cash-based interventions and market-based approaches within (and across) NRC core competency responses, where appropriate;
  • Support the consideration and inclusion of behavior change interventions and approaches within (and across) NRC core competency responses, where appropriate;
  • Identifying and supporting synergies between WASH/Shelter and other NRC Mali programs and with other WASH/Shelter programs of the region CWA of NRC.

Qualifications

  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Relevant University degree
  • Experience from working in complex and volatile contexts
  • Experience with the response to epidemics
  • Technical WASH/ Shelter expertise (hardware and software)
  • Documented results related to the position’s responsibilities
  • Knowledge and skills in market analysis, cash-based interventions, and market-based programs
  • Knowledge and skills in a behavior change program, hygiene promotion, and community mobilization
  • Fluency in English, both written and verbal
  • Fluency in French, written and oral
  • Knowledge of the context in Mali is an asset
  • Good knowledge of donor regulations
