Cheshire Foundation Action for Inclusion (CFAI) is an Ethiopian Resident Charities established in 1985 registered by Ethiopian Charities and Societies Agency under Registration No. 298. CF-AI is working for the development and inclusion of persons with disabilities in different regions of the country on various disability focused thematic programs. Amhara is one of the regions in which CF-AI is actively operating through one of its project offices located in Bahir Dar city working on Prevention of Disability, Rehabilitation and Inclusion.
CF-AI in Collaboration with Management Agency (MA) implements Ethiopian Social Accountability Program3 (ESAP3) in Oromi Regional State (Sebeta Hawas, Becho, and Woliso) and Addis Ababa City Administration. The organization is now looking for highly qualified and experienced persons on the Position of Gender and Social Inclusion, Monitoring & Evaluation, and Woreda SA Experts. Key tasks of the woreda SA expert
- Based on “ESAP3 for scaling grantees”, preparea work plan and managing the woreda project budget – after approval by the project coordinator, implement the plan as per these MA guidelines (and subsequent guidance provided by the MA);
- Take the initiative to coordinate social mapping, training, woreda interface meetings and other SA activities with the project coordinator, the gender and social inclusion expert, and the M&E officer who co-facilitate some of these activities together with Woreda SA expert;
- Support the woreda and kebele SA Committees to organize, lead and facilitate the SA process with citizen groups, service providers and woreda officials (executive and council standing committees) – help all the SAC membersto develop gender and social inclusion skills and to keep issues of women and vulnerable groups on the SA agenda;
- Work closely with the gender and social inclusion expert;
- Facilitate monthly planning and review meetings with the SA Committee (prior to attending the monthly project team meeting), and plan joint monitoringand technical support trips with the woredaSAC as per the needs of the kebele SA Committees;
- Facilitatebi-annual stakeholder review meetings of the SA projectin your woreda(s), in collaboration with the SA project coordinator, and/or the gender and social inclusion expert and/or the M&E officer;
- Collaborate actively with all SA stakeholders: Woreda FTA/PFM, administration, sector offices, women affairs and labor and social affairs offices, council standing committees, citizens and their organizations, in particular women and vulnerable groups;
- Fill the mobile M&E forms at the end of each activity (e.g. essential SA meetings, facility score card and progress/final accomplishment, 6 monthly SAC review meeting) – and request access to data about your woreda(s) from the M&E officer (e.g. compiled score cards needed for interface meetings and progress monitoring need to be printed and made available to you and the SA committees);
- Document your work (reflective activity diary) to support your participation in monthly project team meetings(see point 1. above), and to enable timely quarterly reporting to the project coordinator;
- In monthly project team meetings, discussand reflect on your practice (including gender and social inclusion, and M&E activities), and explain how targets and results are met – document interesting practice lessons and results, and share this with your peers in other SA projects;
- Participate in and provide input to learning and capacity development events organized by the MA/Hubs with the federal/regional governmentsand relevant sector ministries/bureaus– actively networkwith woreda SA Experts in other SA projects, and follow-up on agreed implementation actions;
- Upon request of the project coordinator, organize and participate inmonitoring visits either planned by the project or the ESAP3 MA, or requested by government, and development partners;
- Upon request of the project coordinator, support activities of ‘ESAP3 innovation grantees’ as well as ESAP3 baseline and end-line activities and other research activities for Impact Evaluation.
Job Requirements
Minimum requirements woreda SA expert:
- BA in social science
- 2 years SA experience for new woredas
- Gender and/or social inclusion expertise is a bonus
- Strong training and facilitation skills for new woredas
- Strong determination to work for Gender equality and Social Inclusion – understanding that social change requires active field presence
- Good networker – active on social media
- Willingness to spend significant time (25%) in the kebeles
Note: Local language for Oromia Region is mandatory
