  1. JOB SUMMARY:

 The purpose of the Woreda Team Leader (WTL) position is to provide overall leadership, coordination and supervision of Livelihood for Resilience project interventions and staff in the Woreda. S/he ensures Government and CARE’s project implementation; monitoring, evaluation guidelines and plans are followed in the woredas to effectively contribute to the achievement of project results and CARE’s strategic objectives to address underlying causes of poverty and food insecurity.  S/he will be responsible for following-up on trainings aiming at supporting woreda-level decentralization and local governance such as operational planning, targeting, resource mobilization, gender, community-based action planning, preparedness, early warning and policy advocacy. The WTL also establishes and maintains effective working relationships with non-government partners working in the Woreda.

  1. RESPONSIBILITIES AND TASKS:

 Job Responsibility 1:  Planning and Implementation of Program Activities 

  • Facilitates and ensures that the plan at woreda/PA/village level is prepared with full participation of the community and partners;
  • Ensures that planning and implementation of the project activities are in accordance with the program principles, approaches, and procedures of the organization;
  • Ensures targeting for food security and safety net project beneficiaries are made in participatory manner;
  • Works closely with woreda partners in planning, implementing and monitoring and evaluation of the project activities;
  • Makes sure that Facilitators for Empowerment(FFE) have their plans broken down to annual, quarterly and weekly basis ;
  • Supports the development of woreda level project DIP preparation broken down by year , quarter and month plan including the activities of value chain and microfinance and other project main activities as being  part of the overall plan at PA level;
  •  Supports and facilitates the woreda plan to include Care’s projects plan and thoroughly understood and be accountable for the overall implementation and monitoring and evaluation of the projects;
  • Ensures that all value chain activities, livelihoods activtie, microfinance , Gender and nutrition , climate change adaptation and other project related  activities are implemented according to the technical specification set together with partners and time schedule and also with in the limit of the planned budget;
  • Ensures that the project’s capacity building activities are provided to target HHs/VESA groups  in line with the project approaches ;
  • Ensures that gender issues are properly addressed during the process of the project planning and implementation;
  • Ensures that policy learning and advocacy are incorporated at all levels of the projects’ planning and implementation and from woreda to PA/village level;

Job Responsibility 2: Supervision, Monitoring and Capacity Building 

  • Supports and coordinates needs assessment, woreda partners, PA and village level community institutions, for the capacity building in relation to Value chain, livelihoods, IGAs, employment, gender ,nutrition climate change adaptation and aspiration and other service provider institution implementation strategies, methodologies, and activities;
  • With the partners, develop a capacity building plan and facilitate training courses, cross visits and apprentice. Contributes to the adaptation of materials and experiences for application in diverse cultural and social contexts;
  • Organizes and facilitates joint participatory monitoring programs with the woreda partners and community groups, both technical and management bodies, document lessons and provide feedback to the project office;
  • Facilitates organization and strengthening woreda level project steering committee and/or food security task force and assist in the development of participatory monitoring and evaluation skills/knowledge;
  •  Facilitates and encourages regular review meeting and project review schedules at woreda level and help the different institutions have it institutionalized commitment;
  • Supports and builds the capacity of the front line staffs, including DA’s and FFE, have deeper understanding of the different technical areas of the projects, participatory monitoring and evaluation, cross cutting issues and including community empowerment and right based approach;
  • Conducts regular review meetings with the front line staffs and development agents and record lessons and provide feedback to the participants and to the project;
  • Together with the project staffs and partners sets project quality standards and action steps and monitor the performance accordingly;
  • Conducts regular supervision and closely work with the field workers on site;
  • Ensures that the project participant households have been  timely linked with financial service providers and used for the intended house hold asset building and income generation scheme
  • Make sure that PSNP households are linked to financial service providers (MFIs, RUSSACOs) to access financial services.

Responsibility No. 3: Staff Supervision, Coaching and Team Building 

  • Supervises leads, guides, orients, trains, coaches and supports Facilitators for empowerment.
  • Builds the technical and managerial capacity of the program staff in planning and implementing programs effectively and efficiently;
  • Recommends or initiates personnel actions such as merit increases and other salary adjustments, promotions, transfers, terminations, and disciplinary actions including performance improvement plans;
  • Promotes and model a working style based on strict adherence to the organizational core values;
  • Ensure that all program staff have appropriate individual operational plans linked to program priorities;
  • Completes all performance management activities including: performance planning, monitoring, and annual

 WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED.

The Woreda Team leaders shall be based in Aleta Wendo and Dara woredas  woreda with extensive field travel to operational kebeles up to 80 % using motorbike.

  1. JOB SUMMARY:

  • Facilitates organization and strengthening woreda level project steering committee and/or food security task force and assist in the development of participatory monitoring and evaluation skills/knowledge;
