Plan started working in Egypt in 1981 and has a presence in ten of the 27 governorates in which the country is divided: two urban (Cairo and Alexandria) and five rural (Giza, Cairo, Beheira, Kalyoubia, Damietta, Qena, Assuit and Sohag). Plan Egypt’s work focuses on child rights, implementing programmes designed to enable communities to improve the lives of the most marginalised children and their families. Plan Egypt’s Country Strategy focuses on five strategic objectives listed below:
- Improve the quality of early childhood care & education;
- Promote economic empowerment of vulnerable young men & women;
- Facilitate girls in realising their full potential in an enabling and gender responsive environment that protects them from all forms of abuse, neglect, exploitation and violence;
- Support adolescents and young people, particularly girls to become active drivers of change and lead the way towards more equitable and inclusive societies;
- Promote adolescents and young people, particularly girls to be empowered to take informed decisions about their sexual and reproductive health and live free from gender-based violence
Purpose:
The Young Health Programme (YHP) aims to support the health rights and wellbeing of young people (10-24) in marginalised communities worldwide through research, advocacy and on-the-ground programmes which are focused on the prevention of non-communicable diseases (NCDs). Since 2010 Plan International has implemented the YHP in Zambia, Brazil, India, Kenya, Indonesia, Vietnam and Myanmar.
With a commitment to support and defend the health, wellbeing and rights of young people, Plan International is proposing an expansion of the global YHP into the city of [Cairo], [Egypt]. Here, NCDs pose a significant threat and the programme will aim to prevent or reduce the risk behaviours which can lead to NCDs, as well as supporting the broader health and rights of young people.
The YHP follows the internationally recognized 5×5 model, which draws a link between 5 main NCD risk factors (tobacco use, harmful use of alcohol, unhealthy diet, physical inactivity and air pollution) and 5 main NCDs (cardiovascular diseases, type 2 diabetes, cancer, chronic respiratory diseases and mental health). In this model, the YHP focuses on the risk factors among young people with the aim to prevent NCDs.
In addressing the health needs of young people, the YHP takes a holistic approach which mainstreams gender equality, sexual and reproductive health and rights and mental health. Given the significant cross over and influence of these areas on NCD risk behaviours, and since these areas are fundamental barriers to young people leading healthy lives, creating positive changes in the lives and health of young people requires an approach in which these areas are addressed and challenged. The programme will engage strategies including youth empowerment through peer education, community mobilization, health service strengthening and advocacy.
The YHP in Egypt is part of a larger global programme; there are currently YHP programmes in Brazil, India, Indonesia, Kenya, Vietnam and Myanmar, and the number of countries continues to grow. Although each country has a context spe cific programme, all YHPs have the same thematic focus on NCD prevention with a holistic approach to young people’s health and all follow the same Theory of Change. The larger partnership is managed by the Plan International office in the UK, and the Programme Coordinators for the Young Health Programme in [Egypt] will be part of a global group and exchange ideas and learning with other YHP managers in other countries on a regular basis.
Dimensions of the Role
The position manages overall the Young Health programme in Cairo, Egypt.
Accountabilities
Specific responsibilities and accountabilities include the following:
- Be responsible in building positive and productive relationship with Ministry of Health (MOH), other ministries, partners and relevant local NGOs to ensure that young people in Cairo have increased knowledge about risk behaviours and NCD prevention, which gives them greater capacity to make decisions about their health, in the context of improved health services, an enabling support system and policy environment.
- Advocating with national partners such as the MOH, Ministry of Education, etc. for an enabling policy environment which supports NCD prevention and promotes broader adolescent health.
- Providing programme partners with clear guidance core approaches: holistic programming, right based approach, leverage learning and existing programmes and relationships, and partnership building.
- Be responsible for application of peer education model to obtain clear and correct information on issues of NCDs, as well as integrate cross-cutting issues such as gender equality, Sexual Reproductive Health and Rights (SRHR), mental health into programme activities.
- Providing technical consultation as requested and guiding local partners during the process of planning, implementing, M&E and reporting programme activities.
- Be responsible for monitoring the progress in positive changes of young people practice fewer risk behaviours due to increased knowledge and capacity.
- Be responsible for fully implementing all the programme activities at national level (including baseline, mid-line and end-line evaluations, cross learning and sharing).
- Be responsible for regular finance monitoring and annual budget updating. To ensure financial and administrative requirements of programme are completed in a timely manner.
- Be responsible for the programme data and reports, including preparing and submitting quality and timely programme reports.
- Be the focal person for the contact with the YHP team in the Plan UK Office; this entails attending regular update calls, responding to email requests, attending global YHP calls and exchange learning and ideas with other YHP coordinators around the world.
- Be willing and able to participate and represent the YHP in [Egypt ] in national and international platforms or conferences should the opportunity arise.

Internal relationship
- With the Country Technical Leads on Health, Gender, Safeguarding, Advocacy, etc. who provide technical support during implementation process.
- With the YHP implementation team and the other country office programme team members.
External relationship
- Partners and other technical NGOs.
- Sharing lessons and scaling up with stakeholders/alliances.
- With the YHP team in Plan UK, as well as with the YHP teams in other countries including Brazil, India, Indonesia, Kenya, Myanmar and any other new countries, through emails or skype groups.
Technical expertise, skills and knowledge
Essential
- A relevant university degree (development studies, project management, public health, social sciences, M&E, or any other relevant qualification). Having a master’s degree is an added advantage.
- Experience in managing health programs and be familiar with writing reports and managing budgets for medium to large scale multi-year health projects.
- Experienced working with and preferably have contacts with the government, particularly the MOH, MOE, and other relevant networks/alliances.
- Demonstrated knowledge of international development tools: program logic, monitoring, and community empowerment.
- Demonstrated knowledge of gender approach, gender-based violence, child rights and inclusion.
- Affinity to work with and for young people on improving their health and well-being.
- Understanding of [Egypt] Government policies, laws, and institutions in health, gender equality and education.
- Good oral and written communication skills in English and [Arabic].
- Ability to provide technical guidance and support staff.
- Possess strong organizational, computer, and writing skills.
- Ability to function efficiently and effectively with little day-to-day supervision.
- Willingness to travel to programme area on a frequent basis and attend international events as required.
- At least 3 years of experience in programme management or implementation, a focus on gender or child protection.
- Minimum of four years in demonstrated competency in providing management level support.
- Demonstrated skills in analysis and problem solving.

- Having public health or medical background.
- Demonstrated experience in working with children and youth.
- Knowledge and skills in programme and financial management.
- Experience in managing programmes in child protection and gender area.
