In 2018, USAID Food For Peace awarded CARE USA a $33 million, five-year Development Food Security Activity that will directly impact the most vulnerable households accoss three communes in Maradi (Chadakori, Guidan Roumdji, and Guidan Sori) in Niger. The Hamzari Theory of Change (TOC) responds directly to four underlying causes of food insecurity. Purpose 1: Extreme vulnerability reduced for vulnerable women, youth and marginalized households will provide assistance to extremely vulnerable women, men and youth, enabling them to engage in livelihood activities, thereby increasing their incomes and adaptation. It will increase social capital by strengthening platforms, working within and between communities, and building connections to municipalities. This will strengthen coherence between community plans and service delivery. High levels of malnutrition and poor health among women of reproductive age and children under two will be addressed through Purpose 2: Improved Health and Nutritional Status of Pregnant and Lactating Women, Children under Two Years of Age, and Adolescent Girls. Purpose 2 will address gendered social norms among men, women, girls, boys and grandmothers with a Social Behavior Change Communication (SBCC) strategy to ensure effective infant and young child feeding and care, reduction of harmful practices, such as early marriage and frequent pregnancy, and open opportunities for girls to go to school. Purpose 2 will also work to improve service delivery. Purpose 3: Improved access and use of equitable and sustainable WASH services for all community households will address poor sanitation and hygiene by improving latrine access to increase open defecation free (ODF) status, in addition to improving hygiene in community venues. Hamzari activities will also increase the availability of and access to sustainable water resources. Finally, Purpose 4: Improved sustainable diversified livelihood opportunities and adaptive capacities for women, youth and vulnerable households will increase incomes from crop and livestock production by introducing more adaptive and market based production.
Youth Labor and Market Studies Consultancy
This study will be conducted to provide information, analysis, and recommendations on improving opportunities for youth in targeted communities. This will include understanding youth capacities and capabilities, policy and regulatory reforms; Labor supply and workforce development programs, as well as services, care and safe spaces, and effective engagement strategies for youth in community development activities.
The study will help to identify which business sectors currently have the potential capacity to absorb new job entrants, and which might have potential for growth. It will also detect the key competencies required by these sectors, helping CARE/Hamzari choose what content to include in the entrepreneurship, works readiness and vocational training curriculum. Though a service asset mapping, it identifies potential employers, partners for training and job linkage and entrepreneurial support services, and market opportunities for youth who want to start or expand their own or their families’ businesses. The study will also assess potential training, employment and enterprise opportunities for youth who choose to migrate to other parts of Niger and the region.
